About The Position

TISTA is seeking an IT Program Manager to lead our Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This Key Personnel role will serve as TISTA’s primary program leader, responsible for successful contract delivery, customer relationships, program performance, financial management, staffing, and team leadership. The IT Program Manager will lead a large Agile/SAFe delivery organization supporting multiple products and work closely with VA leadership, TISTA teams, and industry partners to drive successful program outcomes and identify opportunities for continued growth. Requirements

  • 12+ years of IT program/project management experience, including 5+ years managing large federal IT services contracts of $10M+ annually.
  • 5+ years leading Agile/SAFe DevSecOps delivery organizations of 100+ FTEs across multiple concurrent products.
  • Demonstrated experience managing program financials, staffing, risk, schedules, performance, and customer relationships.
  • Experience managing multi-vendor teams, subcontractors, and partner performance.
  • Experience delivering federal task orders with CLIN-based deliverables and QASP-driven performance management.
  • Experience with Jira, GitHub, ServiceNow, SharePoint, MS Project, or similar program delivery tools.
  • PMP (Project Management Professional) required.
  • SAFe Agilist (SA), SAFe Program Consultant (SPC), or equivalent SAFe certification required.
  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related field.
  • Ability to obtain a VA PIV credential.

Nice To Haves

  • VA OIT, VHA, federal health, or supply chain/logistics program experience strongly preferred.
  • Master’s degree preferred.

Responsibilities

  • Lead overall program delivery, performance, financial management, staffing, and customer satisfaction.
  • Serve as the primary TISTA program representative to VA leadership and maintain strong customer relationships.
  • Lead, mentor, and develop program teams while supporting retention, performance, and succession planning.
  • Manage subcontractor and partner performance across a multi-vendor delivery environment.
  • Oversee Agile/SAFe delivery, program schedules, dependencies, risks, issues, and performance metrics.
  • Manage program financials, including forecasting, cost, margin, and invoicing.
  • Partner with Talent Acquisition and HR to support recruiting and staffing for program needs.
  • Support account growth, customer engagement, and TISTA business development initiatives.
