About The Position

The Program Manager for Field Services leads the statewide delivery of field‑based support for Adult Education and Literacy programs, ensuring services are high‑quality, consistent, and aligned with the mission of TCALL (Texas Center for the Advancement of Literacy and Learning). This role develops and refines procedures, practices, and operational workflows that strengthen professional development efforts across Texas. The Program Manager also supervises and mentors a team of Professional Development Specialists, guiding their work with local programs. Through daily coordination, monitoring, and strategic direction, this position ensures program needs are met and field services operate smoothly and effectively. This position is grant funded which is renewed under the provisions of the grantor of the agreement.

Requirements

  • Bachelor’s Degree.
  • Five years of management experience, or five years of experience in Adult Education.
  • Knowledge of word processing, spreadsheet, database, and presentation applications.
  • Effective verbal and written communication skills.
  • Strong interpersonal, leadership, problem-solving, and organizational skills.
  • Ability to maintain attention to detail and utilize sound judgment.

  • Working knowledge of a Learning Management System (LMS)-based training environment.

Responsibilities

  • Provides leadership to and manages staff who provide PD field services to Adult Education and Literacy providers statewide.
  • Supervises and trains staff, plans and directs workflow, and investigates complaints and resolves problems involving PD field services staff.
  • Reviews, recommends, and implements changes to policy (Standard Operating Procedures) involved in the delivery of PD field services.
  • Work closely with funders to align the efforts of TCALL PD Specialists and funder Program Specialists.
  • Provides leadership on the statewide roll-out of new content.
  • Ensures achievement of department goals and directs the preparation of regular and ad hoc reports, analyses, and/or surveys for administration on the delivery of PD field services.
  • Ensure compliance with grants, university rules and regulations, government standards, and other required policies and procedures.
  • Develops and implements operational strategies for evaluation and approval of requests for delivery of instructor-led training events requested by local adult education and literacy providers.
  • Plans and directs workflow processes around the approval of instructor-led training events.
  • Reviews, recommends, and implements changes to policy (Standard Operating Procedures) around instructor-led training event approval.
  • Provides input for annual budget planning for the delivery of instructor-led training events.
  • Provides ongoing PD consultation to local AEL programs as assigned, including data-driven PD consultation, recommendations for local PD Continuous Improvement Plans, and concentrated support to programs with special needs in consultation with funder Program Support staff.
  • Coordinates with local providers to identify training needs and services.
  • Travels as necessary to provide consulting services.
  • Delivers training as needed according to the training schedule and identified needs.
  • Maintains training records.
  • Acts as a point of contact for professional development expertise.
  • Delivers training on a statewide basis.
  • May also assist in the evaluation, observation, mentoring, and development of contracted trainers.
  • Participates in ongoing Professional Development initiatives to keep abreast of developments and trends in the field.
  • Engages in Training of Trainers (TOT) to develop training expertise in additional content areas under the guidance of PD leadership.
  • Provides professional development, instructional design support, and subject matter expertise to PD Center leadership.
  • Participates in strategic planning and leadership development of the Center as a whole, by serving on the TCALL leadership team and advising the Directors.
  • Participates in regular planning and strategy meetings with funders and other Professional Development Centers, such as the TWC Distance Education Professional Development Center, and the TWC Career Pathways Professional Development Center.
  • Monitors performance goals and measures to evaluate the success of the PD programs.
  • Assists in the development of grant submissions and reporting.
  • Supports other objectives of the Professional Development Center, including research activities.
