About The Position

Family Service Rochester is seeking a collaborative, strategic, and community-centered Program Manager to lead the operations and development of our Family Resource Center (FRC). This full-time leadership role is an exciting opportunity for someone passionate about strengthening families, building community partnerships, and advancing equitable, family-centered services that help children and caregivers thrive. The Family Resource Center serves as a welcoming hub where families can access support, resources, education, and connections that promote resilience and well-being. The Program Manager will oversee the coordination, implementation, and continuous improvement of FRC programming and services while fostering strong partnerships with families, kinship caregivers, community organizations, and stakeholders. This role is ideal for a leader who values collaboration, relationship-building, and community engagement and who understands the importance of creating systems of support that are accessible, trauma-informed, strengths-based, and culturally responsive. The Program Manager will provide leadership and oversight for Family Resource Center operations, staff support, community engagement, program development, and partnership coordination. The position will help ensure services effectively support families by: Providing concrete resources and connections to community supports Strengthening parental and caregiver resilience Promoting healthy social connections Increasing caregiver knowledge of parenting skills and child development Supporting the social and emotional well-being of children Enhancing supports for kinship families and caregivers The Program Manager will work closely with the Family Advisory Board (FAB), community partners, county agencies, schools, and other service providers to identify community needs and strengthen coordinated family support systems.

Requirements

  • Bachelor’s degree in social work, human services, psychology, public health, family studies, or a related field required
  • Minimum of 3–5 years of experience in child welfare, family support services, human services, community-based programming, or related work

Nice To Haves

  • Master’s degree and/or Minnesota Social Work licensure preferred
  • Previous leadership, supervisory, or program coordination experience preferred
  • Experience working with children, families, and kinship caregivers strongly preferred
  • Bilingual abilities are a plus

Responsibilities

  • Lead the planning, coordination, implementation, and evaluation of Family Resource Center programs and services
  • Supervise and support Family Resource Center staff, including Family Advocates and other program personnel
  • Foster a welcoming, family-centered environment that emphasizes dignity, accessibility, and collaboration
  • Develop and maintain strong partnerships with community organizations, schools, county agencies, and other stakeholders
  • Support and strengthen services for kinship caregivers, including grandparents, relatives, and other caregivers raising children
  • Collaborate with community partners and the Family Advisory Board (FAB) to guide program development, outreach, and strategic priorities
  • Facilitate community engagement efforts, meetings, and listening sessions to identify emerging family and community needs
  • Ensure effective coordination of services and referrals for families accessing support
  • Maintain knowledge of county and community resources, policies, procedures, and relevant statutes impacting children and families
  • Utilize data, feedback, and outcomes to support continuous quality improvement and program effectiveness
  • Support grant reporting, program documentation, and compliance requirements as needed
  • Promote trauma-informed, strengths-based, and culturally responsive practices throughout all program operations
