About The Position

The Program Manager within the Enterprise Compliance Office (ECO) drives execution of Moloco’s global compliance priorities by translating strategy into structured, measurable, and repeatable delivery. You’ll lead high-impact, cross-functional programs, bring structure to ambiguity, and build scalable systems that enable the business to grow across multiple regions and regulatory environments. You’ll gain deep exposure to how a modern and global compliance organization operates while developing expertise at the intersection of compliance, operations, and data-driven execution. This role will report to the Enterprise Compliance Officer & Associate General Counsel (Employment & Ethics) and will partner cross-functionally across Legal, Security/GRC, Product, Engineering, People, Finance, and Business teams to coordinate complex global compliance initiatives, manage dependencies, and ensure that our most important compliance commitments are delivered on time with high quality. In addition to core program management responsibilities, this role incorporates targeted analytical capabilities to strengthen evidence readiness, data quality, and operational rigor across compliance workflows. This role is based near our Menlo Park, CA office and follows a hybrid in-office schedule.

Requirements

  • 8-10+ years of relevant compliance experience, including in-house experience, preferably in fast-paced, high-growth or startup environments.
  • Strong program management foundation, with experience leading complex, cross-functional initiatives (PMO experience or certification preferred).
  • Experience in compliance, legal, risk, privacy, security, audit, or regulated environments.
  • Ability to translate ambiguity into structured plans, manage shifting priorities, and drive execution.
  • Strong communication and drafting skills, with the ability to influence executive stakeholders and collaborate cross-functionally.
  • Highly organized, proactive, and self-directed, with a hands-on, “roll up your sleeves” approach and ability to manage multiple priorities.
  • Experience building or supporting:
  • Program governance frameworks (cadence, reporting, escalation)
  • Metrics, dashboards, and reporting structures
  • Audit readiness or evidence tracking processes
  • Demonstrated ability to:
  • Analyze data, documentation, and workflows to identify gaps and improve processes
  • Maintain high-quality documentation and evidence standards
  • Partner with stakeholders to operationalize compliance requirements into scalable processes.
  • Familiarity with tools such as Jira, Confluence, GRC platforms, and other program, project, or workflow management systems.
  • Comfortable working in a fast-paced, global environment with multiple stakeholders and competing priorities.

Responsibilities

  • Lead end-to-end program management for enterprise global compliance initiatives, coordinating across teams to deliver on commitments, risks, and milestones.
  • Create and drive integrated program plans and workflows, including roadmaps, milestones, dependencies, resourcing, decision points, and standardized intake and routing processes. Track intake volume, cycle time, handoffs, and rework drivers.
  • Apply creative, practical problem-solving to navigate ambiguity and develop scalable solutions across complex compliance challenges.
  • Define and manage the program delivery approach, including plan structure, operating cadence, and change control.
  • Drive cross-functional alignment across Legal, People, Security/GRC, Product, Engineering, and business teams.
  • Sequence work and manage interdependencies across initiatives to ensure timely delivery of program milestones.
  • Track overall program health, identify risks or delays, develop risk mitigation plans, and escalate issues as needed to keep work on track.
  • Operate program governance, including decision logs, RAID tracking, status reporting, and escalation management through resolution.
  • Ensure audit and regulatory readiness by tracking commitments and delivering high-quality, complete, and well-documented outputs suitable for governance and executive review.
  • Establish and manage remediation pipelines, ensuring clear ownership, severity, timelines, and evidence of closure.
  • Build and maintain program metrics and dashboards, including KPIs, OKRs, and KRIs, to improve visibility and predictability. Analyze compliance data, documentation, and workflows to identify gaps, inconsistencies, and opportunities for improvement.
  • Strengthen evidence quality and documentation standards in partnership with control owners and stakeholders.
  • Develop and scale repeatable program infrastructure, including playbooks, templates, workflows, and tooling, to improve operational maturity.
