About The Position

This position requires the ability to work as a Program Manager for Regulatory and Analytics within the Energy Efficiency (EE) team at Oncor to support regulatory compliance, performance reporting, and planning activities in accordance with the requirements of the Public Utility Commission of Texas (PUCT). This role supports Texas state-specific Energy Efficiency rules in addition to supporting Energy Efficiency and Market Relations strategic initiatives. This position is responsible for the creation of dashboards, completion of industry analysis, and delivery of ad hoc reporting related to Energy Efficiency initiatives and analysis of various data sets pertaining to energy efficiency financials and energy savings. The candidate will participate in analytics projects that require strong knowledge of data visualization tools and techniques, business processes, source system data, Structured Query Language (SQL) queries, and business intelligence applications. You will be required to report to the Downtown Dallas Corporate Office three to four or more days per week. We are considering applicants with multiple experience levels. Requirements

  • Ability to identify, design, and implement technical and creative solutions to visually represent data using appropriate data visualization techniques.

  • Working knowledge of Microsoft Office software, FIM, Energy Efficiency program management systems (EEPM/eTrack), and Customer Care and Billing (CC&B).
  • Experience with off-the-shelf reporting and business intelligence tools such as Cognos, Tableau, and Power BI.
  • Intermediate knowledge of database design across desktop to mainframe environments, data warehousing, and data modeling.
  • Data mining experience in a heterogeneous database environment.
  • Ability to write new and understand existing Structured Query Language (SQL) queries utilizing various Database Management Systems (DBMS), including IBM DB2, Oracle, Microsoft Access, and Microsoft SQL Server.
  • Ability to create and analyze complex nested Procedural Language/Structured Query Language (PL/SQL) statements, stored procedures, and data flows.
  • Advanced knowledge of Microsoft Access and Microsoft Excel, including advanced formulas, VLOOKUP, and pivot tables.
  • Ability to create new and automate existing applications utilizing Microsoft Office applications and Visual Basic for Applications (VBA).
  • Working knowledge of Public Utility Commission of Texas (PUCT) rules, the Texas electric market, Energy Efficiency programs, and Electronic Data Interchange (EDI) transactions.
  • Detail-oriented work approach.
  • Exceptional organizational skills.
  • High school diploma, GED, or equivalent is required.
  • For Level I: three or more years of relevant experience is required.
  • For Level II: five or more years of relevant experience is required.
  • In lieu of the above, candidates with a bachelor’s degree in a related field AND three or more years of relevant experience will be potentially considered for Level II.
  • Intermediate experience as a business data analyst and/or operations analyst is encouraged to apply.
  • Experience in program and/or project administration is encouraged to apply.

Responsibilities

  • Performs all essential functions and aspects of the job, including any other specific job requirements.
  • Functions as a member of the Energy Efficiency team to deliver data visualizations in the form of regulatory dashboards and reports.
  • Presents information in ways that are universally understandable and easy to interpret for identifying patterns, trends, and correlations.
  • Works with large data sets to transform data into actionable formats for regulatory reporting with the Public Utility Commission of Texas.
  • Works with data owners to develop meaningful visualizations for a variety of applications.
  • Proactively plans, analyzes, and monitors various data to achieve corporate goals and drive improvements.
  • Reviews and analyzes new initiatives and proactively provides pertinent information upon request.
  • Assists with project tracking, regulatory reporting, and performance metrics for energy efficiency programs and portfolios.
  • Proactively monitors data to identify inefficiencies and helps resolve them.
  • Responds to internal and external requests and provides accurate updates.
  • Ability to work with and lead different groups to collaborate effectively as a team.
  • Generates high-quality internal and external reports by performing data mining, operational analysis, and maintaining aggregated data to produce accurate and complete reports in a timely manner.
  • Reports include financial forecasting, Energy Efficiency performance, and Energy Efficiency portfolio planning.
  • Provides monthly operational and transactional performance dashboard reporting for senior leadership.
  • Supports ad hoc Public Utility Commission of Texas compliance reporting.
