About The Position

The Program Manager, Educator Preparation is responsible for the management, implementation, compliance, marketing, instructor oversight, and overall operation of assigned educator preparation programs, including K-12 Subject Matter Specific, Career and Technical Education (CTE), Preschool through Grade 3 (P-3), Elementary Education (K-6), educator apprenticeship programs, pre-apprenticeship initiatives, professional development programs, and related educator workforce development activities. The Program Manager ensures program quality, enrollment growth, candidate success, regulatory compliance, and achievement of operational and financial goals established by the Director. The position directly manages instructors, oversees program implementation, and works collaboratively with school districts, workforce partners, and College departments to support educator workforce development initiatives.

Requirements

  • Bachelor's degree in Education, Workforce Development, Business Administration, Public Administration, Human Services, or a related field required.
  • Minimum of three (3) years of progressively responsible professional experience in workforce development, education, program administration, or a related field.
  • Knowledge of educator preparation, workforce development, apprenticeship programs, and adult education.
  • Knowledge of NJDOE certification requirements and educator preparation regulations.
  • Ability to manage multiple programs and projects simultaneously.
  • Strong organizational, interpersonal, and communication skills.
  • Ability to build relationships with students, faculty, employers, school districts, and community partners.
  • Ability to analyze program data and utilize results to improve program performance.
  • Experience with program assessment, reporting, and compliance activities.
  • Ability to supervise instructors and support staff.
  • Proficiency in Microsoft Office and educational technology systems.
  • Ability to travel locally and statewide.
  • Occasional work evenings or weekends as required.

Responsibilities

  • Manage the day-to-day operation and implementation of assigned educator preparation programs.
  • Implement & program strategies, enrollment goals, and operational objectives established by the Director.
  • Assess workforce and community needs and recommend new programs, courses, credentials, and training opportunities.
  • Coordinate course scheduling, program delivery, and instructional operations.
  • Monitor enrollment, retention, completion, certification attainment, and program performance metrics.
  • Ensure assigned programs maintain high standards of quality and student satisfaction.
  • Develop and implement operational procedures that support efficient program administration.
  • Recommend program fees, schedules, and delivery methods.
  • Ensure successful implementation of educator apprenticeship and pre-apprenticeship initiatives.
  • Monitor participant progression and completion within apprenticeship and pre-apprenticeship programs.
  • Recruit, hire, onboard, assign, supervise, and evaluate instructors for assigned programs, ensuring instructional effectiveness and alignment with program goals.
  • Ensure instructional quality, consistency, and adherence to program standards.
  • Manage faculty orientation, training, and professional development activities in coordination with Director and Academic Coordinators.
  • Support faculty participation in assessment activities and calibration efforts.
  • Collaborate with Academic Coordinators and faculty to support curriculum quality and student outcomes.
  • Ensure instructors complete required documentation and reporting requirements.
  • Ensure compliance with NJDOE, accreditation, grant, apprenticeship, and College requirements.
  • Monitor program requirements related to certification, licensure, and credential attainment.
  • Oversee collection and reporting of program assessment data.
  • Facilitate candidate, completer, employer, mentor, and partner surveys and focus groups.
  • Support advisory board activities and stakeholder engagement efforts.
  • Monitor candidate outcomes and use data to inform program improvements.
  • Coordinate apprenticeship and pre-apprenticeship reporting requirements, including grant-funded program deliverables.
  • Support program-level accreditation preparation, compliance monitoring, program evaluation, and continuous improvement activities.
  • Collaborate with the Director and Program Administrator to ensure accurate reporting and compliance documentation.
  • Develop and implement program-level marketing and recruitment strategies.
  • Collaborate with College Relations to support enrollment growth and program awareness.
  • Ensure program webpages, brochures, and promotional materials remain current and accurate.
  • Coordinate information sessions, recruitment events, and outreach activities.
  • Monitor application, enrollment, and conversion trends and recommend improvements.
  • Build and maintain relationships with school districts, employers, workforce boards, credentialing agencies, and community organizations.
  • Represent the College at meetings, conferences, and community events related to assigned program areas.
  • Provide administrative and functional supervision to assigned staff and hourly employees.
  • Assist in monitoring program budgets, expenditures, and revenue goals.
  • Recommend operational improvements and resource needs to the Director.
  • Participate in College committees, special projects, and workforce development initiatives as assigned.
  • Perform other duties and responsibilities as assigned.
