About The Position

Business Technology Integrators (BTI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) with more than 25 years of experience delivering innovative and reliable IT and engineering solutions to the Federal Government. BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services. The Program Manager will provide senior-level leadership and oversight for cybersecurity services supporting the State of Maryland Department of General Services. This individual will be responsible for managing cybersecurity programs, technical resources, staffing activities, project delivery, and stakeholder communications across initiatives involving cybersecurity governance, risk management, compliance, secure system design, application development, and operational defense. The Program Manager must possess experience supporting government or large enterprise technology environments through both project-based development and staff augmentation engagements. The successful candidate will combine cybersecurity program knowledge, Agile project management expertise, technical understanding, and workforce management experience to ensure that contractual requirements, schedules, staffing needs, performance standards, and security objectives are successfully achieved.

Requirements

Minimum of five years of demonstrated experience providing cybersecurity resources or managing cybersecurity services for one or more of the following: Federal government agencies, State government agencies, Local or Tribal governments, Nonprofit organizations, Commercial enterprises with at least 100 employees
Demonstrated experience supporting projects involving one or more of the following: Cybersecurity governance, Risk management, Regulatory or security compliance, Secure system design, Cybersecurity operations, Protection and operational defense
Senior-level experience supporting State, Federal, or local government agencies or private-sector organizations on technology projects.
Experience managing technology engagements involving both project development and staff augmentation.
Knowledge of project and program management principles, practices, tools, and reporting methods.
Knowledge of Agile methodologies and their application within cybersecurity, technology, and application development environments.
Experience developing project requirements, resource requirements, staffing plans, schedules, status reports, and risk-management documentation.
Knowledge of staffing processes, including recruiting, resource planning, employee skills assessment, candidate qualification, onboarding, personnel assignment, and performance monitoring.
Knowledge of current software development paradigms, technologies, and delivery practices.
Strong understanding of the software development life cycle.
Experience operating within government and private-industry organizational environments.
Demonstrated ability to manage multiple workstreams, priorities, deliverables, technical resources, and stakeholders.
Strong leadership, analytical, organizational, problem-solving, written communication, and presentation skills.

Nice To Haves

Experience managing cybersecurity programs for the State of Maryland or another state government organization.
Experience supporting public-sector cybersecurity contracts or task orders.
Knowledge of security governance, risk, compliance, secure architecture, vulnerability management, incident response, and security operations.
Experience managing cybersecurity professionals across multiple technical disciplines.
Experience working in hybrid delivery environments that combine Agile and traditional project management practices.
Familiarity with government procurement, contract performance, deliverable management, service-level agreements, and staff augmentation requirements.
Experience presenting program status, risks, staffing needs, and performance information to government executives and senior leadership.
Project Management Professional certification or a comparable project/program management credential is preferred.
Agile, Scrum, or cybersecurity-related certifications are preferred.

Responsibilities

Provide overall leadership, management, and oversight for assigned cybersecurity services and projects.
Serve as the primary point of contact for Department of General Services stakeholders, project sponsors, technical teams, subcontractors, and other program participants.
Manage cybersecurity initiatives within Functional Area 1, Oversight and Governance, and Functional Area 3, Protection and Defense.
Oversee projects involving cybersecurity governance, risk management, regulatory compliance, secure system design, vulnerability management, security operations, and operational defense.
Develop and maintain program plans, project schedules, staffing plans, risk registers, performance reports, status reports, and other required program documentation.
Monitor program scope, schedule, budget, resources, risks, issues, dependencies, deliverables, and performance measures.
Apply Agile project management methodologies to technology, cybersecurity, and application development projects.
Lead Agile planning activities, including requirements development, backlog management, sprint planning, progress reviews, and continuous improvement.
Coordinate projects throughout the software development life cycle, including planning, requirements analysis, design, development, testing, implementation, operations, maintenance, and system retirement.
Work with technical and business stakeholders to define project requirements, cybersecurity requirements, staffing needs, deliverables, priorities, and acceptance criteria.
Oversee the recruitment, assignment, onboarding, and management of qualified cybersecurity and technology personnel.
Evaluate employee and candidate skills against technical, cybersecurity, functional, and contractual requirements.
Develop staffing strategies that provide appropriately qualified resources while supporting continuity, scalability, and timely personnel replacement.
Manage technology projects delivered through development teams, professional services, and staff augmentation models.
Ensure assigned personnel understand and comply with State policies, cybersecurity standards, contractual requirements, and project procedures.
Coordinate multidisciplinary teams that may include cybersecurity analysts, governance and compliance professionals, risk specialists, security architects, application developers, engineers, and operational defense personnel.
Identify program risks and performance issues and develop appropriate mitigation, remediation, and escalation plans.
Maintain effective communication with executive leadership, government stakeholders, technical personnel, vendors, and business representatives.
Support quality assurance, performance monitoring, resource forecasting, and continuous process improvement.
Ensure services and deliverables are completed accurately, on schedule, and in accordance with applicable contract requirements and service-level expectations.
