About The Position

Fathom Management is seeking an experienced Program Management Specialist II – IT Governance to support federal IT governance, portfolio management, strategic planning, and investment management activities. The successful candidate will bring strong experience in Capital Planning and Investment Control (CPIC), IT investment management, IT portfolio management, business analysis, organizational development, and federal IT governance. This position will support the development and maintenance of IT portfolio frameworks and governance programs, including project feasibility, performance measurement, strategic planning, organizational analysis, data calls, reporting, and stakeholder engagement. Hands-on experience with the federal CPIC process is a key requirement for this position. Candidates should be able to demonstrate practical experience supporting IT investments through federal capital planning, investment management, reporting, analysis, and governance processes.

Requirements

  • 10+ years of experience in Federal consulting, including business analysis, investment management, IT governance, portfolio management, or related experience.
  • Hands-on experience with the Capital Planning and Investment Control (CPIC) process and federal IT investment management.
  • Experience supporting IT Portfolio Management methodologies, processes, tools, and strategic planning.
  • Experience conducting organizational development analysis, including As-Is and To-Be assessments, with recommendations for improving organizational effectiveness and resource utilization.
  • Experience developing alternative analyses, business cases, point papers, reports, and presentations based on research and analysis.
  • Experience identifying and managing IT investments and project portfolios in alignment with strategic business objectives and performance metrics.
  • Experience developing or supporting IT governance processes, procedures, policies, and portfolio management activities.
  • Experience developing IT Technical Roadmaps and Business Roadmaps.
  • Experience conducting organizational-level reporting that connects technology investments to mission outcomes and tangible/intangible benefits.
  • Experience interpreting and providing guidance regarding federal government budget and reporting directives and instructions.
  • Experience conducting risk analysis, identifying potential impacts, and developing risk mitigation strategies.
  • Experience facilitating working sessions, stakeholder meetings, and training sessions.
  • Strong business and technical analysis capabilities, including gathering and documenting functional and technical requirements.
  • Excellent written and verbal communication skills, including experience presenting materials to senior Government officials.
  • Bachelor's degree in Business Administration, Computer or Information Systems, Computer Science, or a related technical discipline is desired. Proven experience may be considered as an acceptable substitute.

Responsibilities

  • Support the client's Capital Planning and Investment Control (CPIC) and IT investment management activities.
  • Support development and maintenance of the IT Portfolio framework and IT Governance programs.
  • Analyze IT investments, projects, and portfolios against strategic objectives and performance measures.
  • Support project feasibility analysis and investment decision-making activities.
  • Develop business cases, alternative analyses, point papers, reports, briefings, and other executive-level materials.
  • Conduct organizational As-Is and To-Be assessments and develop recommendations for improved efficiency and effectiveness.
  • Develop and maintain IT strategic plans, technical roadmaps, and business roadmaps.
  • Establish and maintain portfolio management processes, procedures, and policies.
  • Conduct qualitative and quantitative research and analysis to support governance and investment decisions.
  • Develop performance indicators and organizational reporting connecting technology investments to mission outcomes.
  • Analyze federal budget and reporting requirements and provide guidance to stakeholders.
  • Conduct risk analysis and support development of mitigation strategies.
  • Facilitate working groups and stakeholder sessions to identify and document business and technical requirements.
  • Provide weekly and monthly status reporting.
  • Facilitate meetings, prepare agendas and project briefings, document meeting minutes, and track action items.
  • Support project planning and schedule development/maintenance.
  • Provide support to PMO and IT governance activities as assigned.
  • Present findings, recommendations, and program materials to senior Government officials.
