About The Position

Amentum is hiring a Program/Finance Analyst to support the Prototyping Integration Facility (PIF) of the Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance Center (C5ISR) at Aberdeen Proving Grounds, MD. This project involves the integration of C5ISR operational prototypes onto various Military Weapon Systems & Platforms (air, ground & sea) for the U.S. Army, U.S. Army Futures Command, U.S. Special Forces, and the U.S. Marine Corps. It also includes performing C5ISR prototyping, integration, and testing support based on the real-world emerging needs of the Warfighter.

Requirements

  • Bachelor's degree with 5+ years analyzing/supporting government programs required; in lieu of a bachelor’s degree, twelve (12) years of related experience.
  • Must be able to maintain and obtain a US Government Secret Clearance.
  • US Citizenship is required to obtain and maintain a Secret Clearance.
  • Experience developing program financial reporting documents
  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Direct experience with the DoD 5000 series regulations and in-depth knowledge to apply a wide range of analytical measurement skills to assist product teams with developing, maintaining, and coordinating Milestone Decision Authority acquisition packages for Milestone approval.
  • Government program management experience to include budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
  • Must have 5 years’ direct experience with verbal and written communication, including presentations and/or briefings to product managers, division chiefs or equivalent grade.

Responsibilities

  • Provide planning, programming, budgeting, and execution guidance and make recommendations to internal and external personnel.
  • Collect, structure, and analyze data pertaining to program execution versus program requirements for use in meetings, briefings, and various out-year reports for the Division and multiple branches within C5ISR.
  • Review assigned fiscal programs and monitor the use, rate of obligation, and expenditures of funds throughout all phases of the program.
  • Provide input/justifications to monthly variance reports on programs that have not achieved monthly OSD obligation/disbursement goals.
  • Track the breakout to the branch level of all incoming funding documents against approved Functional Support Agreements (FSAs) and Memorandums of Understanding (MOUs) / Memorandums of Agreement (MOAs).
  • Monitor financial performance of assigned programs in compliance with established higher headquarters guidance, targets, and timelines via GFEBS and pertinent financial systems.
  • Assist Project Leads in budget planning and forecasting.
  • Provide timely execution data for Directorate budget reviews.
  • Coordinate with the Acquisition team member on contractual actions for accuracy and timeliness to meet customer and regulatory requirements.
  • Assist with all programmatic tasks to support the customer as assigned with a high degree of accuracy and within requested timeframes.
  • Develop program spending plans, assess short-term and long-term needs, and recommend appropriate solutions.
  • Maintain financial records for assigned program funding with a high degree of accuracy.
  • Provide assistance to Division Chief, Branch Chief, Project Leaders, and other agencies on the status and availability of funds on assigned accounts, as well as all aspects of the command and installation budget process, which may apply to their programs.
  • Coordinate with the respective Program Planning Team Lead to ensure taskers and any given assignments are completed in a timely manner.
  • Provide advice and guidance on all assigned financial-related matters.
  • Ensure that C5ISR Center actions are compliant with various agency regulations on financial administration and local policy and procedures, as established.
  • Access all software and required programs, such as LMP, GFEBS, MOCAS, SDW, FIRE, ATAAPS, ADVANA, PIEE WAWF, the C5ISR FM Empower, EDA and any other necessary systems to accomplish the mission.
