Program Evaluation Senior Consultant
About The Position
This role involves designing and implementing comprehensive evaluation plans for public health programs. The consultant will manage and maintain large-scale datasets, ensuring data integrity and security. Responsibilities include analyzing and visualizing data using R and Power BI to support program monitoring and decision-making, responding to data requests from various stakeholders, and developing reports and presentations on program performance. The role also involves collaborating with program teams to define key performance indicators, providing technical assistance on monitoring and evaluation (M&E) tools and methodologies, and ensuring alignment with strategic goals.
Requirements
- Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"
- Bachelor’s degree
- FIVE (5) or more years of experience in public health monitoring and evaluation.
Nice To Haves
- Bachelor’s and/or Master’s degree in Public Health, Epidemiology, Biostatistics, or a related field.
- Proficiency in R programming for data analysis and visualization.
- Experience with Power BI or similar data visualization platforms.
- Strong understanding of evaluation frameworks, logic models, and performance measurement.
- Demonstrated ability to manage and analyze large, complex datasets.
- Excellent written and verbal communication skills, with experience preparing reports for diverse audiences.
- Ability to work independently and collaboratively in a fast-paced environment.
- Experience working with federal or state public health agencies (i.e., CDC).
- Familiarity with public health data governance and privacy standards.
- Proficiency in additional data tools (e.g., SQL, Python, Tableau).
Responsibilities

- Respond to data requests from multiple stakeholders, including internal teams, senior leaders, funders, and external partners.
- Develop and deliver regular reports and presentations on program performance, outcomes, and impact.
- Collaborate with program teams to identify/develop key performance indicators and ensure alignment with strategic goals.
- Provide technical assistance and training on monitoring and evaluation (M&E) tools, methodologies, and best practices.
