The position requires coordinating with the discipline managers and other departments as needed to help balance team availability with project demands. The Program Engineer is also responsible for design engineering of refueling & remote handling related digital I&C systems. This role combines program management expertise with advanced engineering skills to support department management in resource planning, project scheduling, and technical oversight. The position also serves as a key interface with internal and external stakeholders ensuring adherence to regulatory requirements and industry standards related to I&C system design.

Requirements

  • Bachelor’s degree in electrical engineering (power option preferred) from a four-year ABET-accredited college or university.
  • At least 5 years of progressively responsible experience in commercial nuclear power design and/or systems engineering, or equivalent relevant experience combining technical engineering and project-oriented work planning.
  • Experience supporting resource planning, project coordination, and technical planning is required.
  • Design and installation experience of refueling & remote handling related digital I&C systems, including development of testing and installation procedures for commercial nuclear plants.
  • Demonstrated ability to incorporate NRC regulations and guidance into nuclear plant system requirements and map regulatory requirements to specific design parameters.
  • Eligible to work under Department of Energy 10 CFR Part 810.

Nice To Haves

  • Professional Engineer registration or an advanced degree is a plus.
  • Experience with Primavera P6 is highly desired.
  • Familiarity with IEEE Standards 497, 603, 308, 379, 384, 323, 344, and 1050 is preferred.

Responsibilities

  • Support functional and department managers in preparing resource estimates, execution plans, work scopes, schedules, and staffing forecasts for internal and new commercial projects; communicate resource availability and hiring needs before project initiation.
  • Assess department capabilities against resource demand, identify capacity constraints and project risks, and recommend or help implement solutions to maintain successful execution.
  • Plan, coordinate, and oversee detailed engineering activities, project work phases, deliverables, interfaces, and schedules, including coordination with discipline managers, the Product and Project Delivery Organization, other departments, and external organizations.
  • Apply advanced engineering principles and practices to prepare, review, and oversee I&C design work products, including one-line and logic diagrams, system and equipment requirements, system design documents, engineering studies and calculations, engineering reports, hazard analyses, and Inspections, Tests, Analyses and Acceptance Criteria (ITAAC).
  • Translate functional and design requirements into component and system-level designs, accounting for system interfaces, manufacturability, serviceability, testing, installation, and in-service inspection.
  • Interpret project scope and requirements, develop and evaluate design alternatives, and make technical decisions regarding I&C system design and application to support compliance with applicable NRC regulatory criteria.
  • Apply experience in the design, testing, and installation of process-control and automation systems; support development of test and installation procedures where applicable.
  • Provide technical leadership, engineering oversight, mentoring, and direction to less-experienced engineers; serve as a technical lead for assigned systems, structures, and components and remain accountable for engineering results.
  • Coordinate design interfaces with other disciplines, partners, key suppliers, and subcontractors; provide supplier oversight and direction for I&C systems and components.
  • Interface with internal and external clients, directors, project teams, and other stakeholders; communicate work status, resource and functional-area health, technical and performance risks, and recommendations through reports, presentations, and other appropriate formats.
  • Analyze project cost and schedule data, develop project key performance indicators, identify leading indicators, and recommend actions to anticipate or remove project roadblocks.
  • Prepare and review work-execution reports, maintain effective intra-department communication, and contribute to departmental research-and-development needs and engineering methodology development.
  • Support development of technical statements of work and coordinate technical inputs with Procurement to facilitate procurement and subcontract awards.
  • Serve as a primary interface with regulatory agencies on assigned I&C design matters, including support for audits, requests for additional information (RAIs), and regulatory meetings; incorporate regulatory requirements and guidelines into system design requirements.
  • Perform other duties as assigned.
