About The Position

Lutheran Services Florida (LSF) is seeking a talented Program Director to provide oversight and coordination of a continuum of care, ensuring holistic, culturally competent services for LSF clients in Santa Rosa, Okaloosa, and Walton counties. This role acts as a liaison between stakeholders in the local system of care, ensuring service effectiveness and quality through program management, monitoring, data analysis, training, and technical assistance. The Program Director collaborates with the Regional Program Director to identify trends, enhance services, and implement recommendations. This position may be distinguished by directing a clinical or 24-hour shelter program, requiring appropriate licensure, and may involve providing agency-wide technical or special expertise. This is a non-direct care position.

Requirements

• Bachelor’s degree in human services field is required.
• Must be computer literate with working knowledge of Microsoft Windows (Word Perfect, Microsoft Word, Excel).
• Must possess a valid state driver’s license and be eligible to drive to facilitate program services as required by contractual agreement.
• Required to work a flexible schedule to facilitate program services.
• Knowledge of community resources and ability to connect families to community services.
• Excellent clinical and crisis intervention skills.
• Excellent verbal and written communication skills.
• Critical assessment and analysis skills.
• 5-7 years of work experience in program management or in a related field (refugee services, migrant service, child welfare administration, child protective services).
• If directing a clinical program, requires 5 years of experience leading a behavioral health program.
• If directing a clinical program, requires an appropriate State licensure in a Human Behavioral Science: Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMST), Licensed Mental Health Counselor (LMHC).

Nice To Haves

• Master’s degree in social work or an equivalent degree in education, psychology, sociology, or other relevant behavioral science degree is preferred.
• Preference will be given to candidates with applicable program related certification(s).
• Bilingual English/Spanish fluency is program-specific and may be required by some programs. If not required by the program(s), bilingual is preferred.

Responsibilities

• Monitors the daily operation of assigned program functions.
• Supervises program staff, including conducting individual and group staff meetings, case consultation, overseeing client to staff ratios, and providing clinical supervision as required.
• Ensures assigned programs meet or exceed all licensing, quality assurance, and fiscal requirements from regulatory entities like the Office of Refugee Resettlement, Department of Children & Families, Department of Health, and Council on Accreditation.
• Assigns cases to program staff and oversees service delivery in accordance with the LSF mission, policies, and treatment models.
• Provides support with in-crisis or problem cases and ongoing assistance to program staff, including after-hours support and coverage.
• Provides in-depth clinical, case coordination, and supportive counseling services, including individual, group, and family therapy.
• Conducts clinical assessments, diagnoses clinical conditions, develops treatment plans, and reviews/approves eligibility certifications, assessments, and treatment plans.
• Leads or facilitates clinical training in evidence-based practices to network providers.
• Ensures adequate staffing in assigned program areas.
• Ensures staff are trained according to ORR, COA, DOH, DCF, and all applicable rules and regulations.
• Serves as a programmatic liaison to regulatory and partner entities such as the Office of Refugee Resettlement, Department of Children & Families, Department of Juvenile Justice, schools, social service agencies, and juvenile courts.
• Oversees program development and growth.
• Oversees the preparation and monitoring of assigned program budgets.
• Monitors assigned programs for contract compliance.
• Networks with a wide variety of community organizations and funding sources.
• Responds to both staff and clients to ameliorate any problems.
• Ensures statistical data and reports for assigned programs are collected, processed, and submitted in a timely manner.
• Manages salaries and performance in compliance with the agency’s compensation plan.
• Manages program operation in accordance with assigned budgets.
• Assists in planning, assigning, and approving of all programmatic events and trips.
• Performs other duties as assigned.
