About The Position

The Program Director oversees the safe, effective, and appropriate delivery of behavioral, medical, and social services provided through the outpatient clinic. This includes managing group and individual therapy, peer support, and the Substance Abuse Intensive Outpatient Program (SAIOP). The role involves providing clinical oversight and supervision to outpatient clinic staff, ensuring proper client assessment, treatment plan development, census management, aftercare planning, charting, statistics maintenance, and billing paperwork completion. The Program Director also maintains relationships with halfway house staff for care coordination, participates in staff recruitment and retention, and works with HR on performance management. They collaborate with the Clinical Director and Chief Executive Officer on program evaluation, budgeting, and staffing, and ensure adherence to Freedom House policies. Regular meetings with the treatment team and staff are crucial for supervision and care coordination. The position involves developing and managing program budgets, ensuring compliance with regulatory bodies (State, Medicaid, Medicare, CARF, etc.), and acting as an agency representative in the community. The Program Director is responsible for maintaining clinic and group census, developing program growth opportunities, designing treatment protocols, and maintaining appropriate licensure.

Responsibilities

  • Oversees the safe, effective, and appropriate delivery of behavioral, medical, and social services provided through the outpatient clinic, including group and individual therapy, peer support, and Substance Abuse Intensive Outpatient Program (SAIOP)
  • Provide clinical oversight and supervision to the Outpatient Clinic staff, including, but not restricted to clinical assessment, development of treatment plans for clients, client census, aftercare planning, charting, maintenance of statistics and completion of billing paperwork.
  • Maintain strong, consistent working relationships with nearby halfway house staff to support coordination of care, clear communication, and client engagement across residential and outpatient settings
  • Participates in recruitment and retention of qualified staff that enhances the clinic's viability and furthers the organization's mission and vision. Works in conjunction with HR for staff performance evaluation, disciplinary actions and/or termination.
  • Works with the Clinical Director and Chief Executive Officer to evaluate performance of overall program, including budgeting, census, staffing needs, etc.
  • Ensures that Freedom House policies and procedures are followed in all efforts related to personnel actions.
  • Meets regularly with the treatment team and other staff to provide supervision and care coordination ensuring that programs are professionally managed and meeting their clinical, financial, overall benchmarks.
  • Helps develop and manage program budgets and financial forecasts at least annually.
  • Ensures compliance with requirements of regulatory bodies, including the State, Medicaid, Medicare, service definitions / clinical coverage policies, commercial insurers, and CARF
  • Acts as agency representative as needed by serving on committees, boards and building community relationships to help maintain visibility and agency connections in the community.
  • Works to maintain clinic and group census.
  • Develops program growth opportunities with Clinical Director and Chief Executive Officer.
  • Develops and designs treatment protocols used with the agency programming.
  • Works with Leadership Team and QI Director to develop and design treatment protocols used within the agency.
  • Maintains appropriate licensure by the appropriate NC licensing Board.
  • Responsible for other duties as assigned.
