About The Position

Gilead Community Services seeks a Residential Program Director to provide clinical and administrative oversight of two adult MRO (Medicaid Rehab Option) residential programs in Middletown, Connecticut. The programs provide therapeutic, recovery-oriented services to adults with chronic mental health and co-occurring substance use challenges, helping them build skills for independent living. The Director leads program operations and clinical care in a strength-based model emphasizing trauma-informed, person-centered, evidence-based, and culturally sensitive services.

The role leads staff and develops a supportive work environment while overseeing admissions, service planning, discharges, staffing, and fiscal stability. It also ensures compliance with DMHAS licensing and contractual requirements, CARF and DPH standards, and Medicaid Rehab Option billing requirements. The Director builds relationships with families, neighbors, community partners, managed care and clinical system partners, and other Gilead leaders. This is a hands-on leadership position in a dynamic, 24/7 program, with rotating after-hours on-call responsibilities.

Requirements

• Master’s degree required.
• Must hold or be eligible for Connecticut associate-level clinical licensure and be working toward full licensure (LCSW, LPC, or LMFT).
• At least 6 years of experience in mental health and addictions.
• Experience in administrative supervision.
• Experience with severe and prolonged mental illness and substance use disorders through supervision, staff training, education, and program development.
• Valid driver’s license and automobile insurance.
• Ability to manage competing needs and lead effectively in a dynamic and demanding environment.
• Hands-on, engaged leadership approach and comfort supporting staff and participants in a 24/7 environment.

Responsibilities

• Oversee clinical and administrative operations for adult residential mental health programs.
• Ensure services align with Gilead’s mission and recovery principles, emphasizing trauma-informed and person-centered care.
• Guide admissions, service planning, and discharge processes to maximize impact and maintain fiscal stability.
• Ensure evidence-based treatment modalities and trauma-informed, culturally sensitive clinical care are provided.
• Supervise and develop clinical and program staff, supporting strong performance and continuous growth.
• Oversee staffing levels, hiring, and retention in partnership with Human Resources.
• Develop a positive, supportive work environment that promotes staff engagement and job satisfaction.
• Monitor and maintain compliance with contractual and licensing requirements, including DMHAS, CARF, DPH, and Medicaid Rehab Option billing requirements.
• Build and maintain relationships with clinical and managed care system partners.
• Respond to after-hours needs on a rotating on-call basis to support program continuity and risk management.
• Act as a liaison to municipal, state, private, and community partners.
• Collaborate with other Gilead program leaders to improve policy and develop and refine service implementation in alignment with organizational goals.
• Participate in agency development initiatives and community events as a champion of Gilead’s culture.
• Foster collaborative relationships with families, neighbors, and the local community to support a positive and responsive group home environment.
• Use supervision, staff training, education, and program development to address severe and prolonged mental illness and substance use disorders.
