About The Position

The Program Director of Surplus Land, Infrastructure Finance & Housing Partnerships will serve as the senior operational lead for the State Housing Infrastructure Partnership (SHIP) program and the lead for the disposition efforts supporting attainable and affordable housing development. Reporting to the Managing Director, this position provides high-level management, policy implementation, and strategic coordination for surplus land development, infrastructure financing, and housing partnership initiatives. This position is responsible for managing day-to-day operations, overseeing program implementation, coordinating cross-agency and inter-agency partnerships, and ensuring compliance with statutory requirements related to housing infrastructure financing and surplus land development. The Program Director works closely with the State Housing Coordinator, executive leadership, the State Treasurer, the Infrastructure Loan Board, state agencies, local governments, and private development partners to advance statewide housing priorities. The role requires executive-level leadership, independent decision-making, and strong stakeholder management to support the Division’s housing production and infrastructure investment strategies.

Requirements

  • Bachelor’s degree in Public Administration, Finance, Real Estate Development, Urban Planning, Business Administration, or a related field.
  • Seven or more years of progressively responsible leadership experience in public finance, housing development, infrastructure planning, land management, economic development, or government administration.
  • Experience managing complex programs, staff, budgets, and multi-agency initiatives.
  • Strong knowledge of Utah legislative processes, public policy development, land use regulations, and housing finance systems.
  • Experience in real estate transactions, land development, contract negotiation, and infrastructure financing.
  • Knowledge of public board administration and governmental compliance requirements.
  • Experience working collaboratively with local governments, legislators, state agencies, developers, and community stakeholders.
  • Strong leadership, negotiation, communication, and organizational management skills.

Nice To Haves

  • Knowledge of Utah water rights, land stewardship practices, and asset management principles is preferred.

Responsibilities

  • Coordinate with the Managing Director on the management of the daily operations of the State Housing Infrastructure Partnership (SHIP) program and related surplus land development initiatives.
  • Provide leadership and oversight for staff, project execution, strategic planning, and program implementation to ensure alignment with statewide housing goals.
  • Develop operational policies, procedures, and internal controls to support efficient program administration and long-term fund sustainability.
  • Assist division leadership with strategic planning, policy development, and implementation of legislative priorities.
  • Review surplus land opportunities and assess development feasibility, infrastructure needs, and strategic housing value.
  • Coordinate with legal, fiscal, and program staff to support land transfers and compliance with state requirements.
  • Manage relationships with cities, counties, developers, and infrastructure partners to facilitate housing development on transferred surplus lands.
  • Negotiate and structure development agreements supporting affordable homeownership and attainable housing production.
  • Coordinate with municipal leaders, transportation agencies, and utility providers to align infrastructure investments with housing priorities.
  • Support the executive leadership in managing administrative functions related to board operations.
  • Monitor compliance with statutory requirements, board directives, and applicable state financial policies.
  • Prepare legislative reports, executive summaries, and policy recommendations for leadership, the Governor’s Office, and the Legislature.
  • Represent the Division in public meetings, legislative discussions, local planning efforts, interagency workgroups, and stakeholder forums.
  • Establish and maintain strong working relationships with local government officials, legislators, state and federal agencies, and private partners.
