About The Position

The Program Specialist for State Surplus Land & Infrastructure Loans provides administrative and technical support to the Infrastructure Loan Board and for the State Surplus Land disposition effort. This role focuses on managing the day-to-day operations of the surplus land disposition program, loan application process, board documentation, and communication with local government entities.

Requirements

  • Four years of work experience in planning or real estate.
  • Three plus years of experience in administrative support, grant/loan coordination, or paralegal work.
  • Strong organizational skills and proficiency in project management software and public record-keeping (GRAMA).
  • Well-developed knowledge planning principles and practices.
  • Knowledge of one or more planning disciplines, such as land use planning/zoning, transportation planning, environmental planning, or resource management.
  • Knowledge of general construction processes and practices.
  • Knowledge of principles, methodology, practices of research and data collection.
  • Knowledge of effective writing techniques.
  • Knowledge of computer programs and applications, which may include Microsoft Office, Internet applications, and database management and GIS programs and applications.

Responsibilities

  • Serve as the intake point for infrastructure loan applications; verify that applicants (political subdivisions) meet the requirements of Section 63N-3-1303, such as approved housing developments and specific construction timelines.
  • Support the state’s surplus land disposition effort by working with state agencies to identify surplus land, evaluate its suitability for attainable housing needs, and work with the agencies to transfer the land to the Division.
  • For surplus land parcels transferred to the Division, work with cities and developers to structure development agreements for the conversion of surplus land parcels to attainable housing units.
  • Organize board meetings, record minutes, and manage public notices in compliance with Utah’s Open and Public Meetings Act.
  • Maintain the database of all active loans, repayment schedules, and system improvement projects; ensure all files are accessible for audit and legislative review.
  • Provide technical guidance to city and county staff on the application process and the criteria established by the board.
  • Assist the Director in gathering data for the State Treasurer’s economic impact study and drafting the board's annual performance reports.
  • Analyzing and evaluating master land plans: This includes reviewing plans for large parcels, land exchange plans, development plans, and other requests to ensure compliance with relevant Division strategic initiatives and policies.
  • Conducting research and data analysis: Work with Director of Surplus Land, Infrastructure Finance & Housing Partnerships to gather and analyze information related to population demographics, economic trends, environmental impact, and other factors that influence land use decisions.
  • Developing land use plans and policies: This involves creating long-range plans, recommending policies and procedures for future use of State Surplus Lands and drafting final plan documents.
  • Facilitating communication and collaboration: The Specialist will engage with agency leadership, outside industry, internal staff, and other stakeholders to gather input, address concerns, and build consensus on land use issues. They also coordinate with other government agencies and departments.
  • Presenting reports and recommendations: The Specialist will help prepare and deliver presentations to internal staff and management, the Trust Lands board of Trustees, and other decision-making bodies, providing information and recommendations on land use matters.
