About The Position

Community Health Action of Staten Island (CHASI) drives dramatic improvements in the health of New Yorkers by feeding people who are hungry, healing families broken apart by violence, and bridging the gaps between people and the compassionate health care they deserve. CHASI serves the most vulnerable individuals, families, and communities with critical services and programs. CHASI provides outreach, education, prevention, and direct support services for populations most affected by health disparities – the poor and working poor, low-income people with chronic illnesses, persons with criminal justice involvement, substance users, domestic violence survivors, people of color, and the LGBTQ community. POSITION SUMMARY: The Senior Program Director of Housing Services provides strategic leadership, operational oversight, and thought partnership as the agency expands and strengthens its housing portfolio across congregate, scatter-site, hybrid, and emerging housing models for all populations, including individuals with substance use disorders (SUD). The Senior PD oversees all housing access and navigation supports, including assistance in securing housing subsidies, apartment search support, tenancy-sustaining services, and housing services reimbursable by Medicaid. In partnership with agency leadership, the Senior Program Director shapes long-term strategy for integrated, trauma-informed, recovery-oriented housing services. They are responsible for building sustainable program infrastructure, ensuring regulatory and contractual compliance, managing and developing staff, and maintaining high-quality, person-centered service delivery. Core operational responsibilities include weekly staff supervision, oversight of workshops, and timely, accurate reporting across all housing programs.

Requirements

  • Master’s degree or Bachelor's degree in social work, Public Health, Public Administration, Human Services, in a related field
  • 5 years of experience in housing services, social services, or a related field
  • 2-3 years of supervisory or program management experience
  • Knowledge of 2010E applications, housing subsidy programs, and NYC housing landscape
  • Familiarity with Social Care Network (SCN) platforms and housing-related services
  • Understanding of recovery-oriented systems of care and substance use treatment pathways
  • Strong organizational, written, and verbal communication skills
  • Ability to manage multiple priorities in a fast-paced, high-need environment
  • Knowledge of OASAS regulations and recovery housing standards
  • Demonstrated leadership experience in housing services, homelessness response, behavioral health, or related human services.
  • Strong knowledge of housing models, subsidy systems, and tenancy supports.
  • Experience working with individuals with SUD or other complex needs.
  • Proven ability to build programs, manage teams, and ensure compliance.
  • Knowledge of various housing applications, NYC housing landscape, and housing subsidy programs.
  • Knowledge of OASAS regulations and recovery housing standards.
  • Excellent communication, collaboration, and problem-solving skills.

Responsibilities

  • Guide the agency’s expansion of housing services across congregate, scatter-site, hybrid, and future housing models.
  • Serve as a strategic thought partner to leadership on housing trends, policy shifts, and opportunities for innovation.
  • Support agencywide planning to ensure housing services meet the needs of all client populations, including those with SUD and other complex needs.
  • Identify gaps in service delivery and propose evidence-based, scalable solutions.
  • Track developments in housing policy, recovery housing standards, Medicaid reimbursement pathways, and emerging best practices to inform program direction.
  • Oversee services that help clients secure and maintain housing, including support in securing housing subsidies, rental assistance programs, and apartment search support.
  • Ensure high-quality delivery of Medicaid-reimbursable housing supports, using universal language that remains applicable as funding models evolve.
  • Strengthen landlord engagement, tenancy-sustaining practices, and client advocacy for safe, stable, and affordable housing.
  • Cultivate and maintain relationships with landlords, property managers, housing agencies, and government partners.
  • Build scalable systems and workflows that remain stable as programs and funding structures evolve.
  • Ensure compliance with regulatory, contractual, and Medicaid requirements across all housing programs.
  • Oversee accurate reporting, data integrity, and quality assurance.
  • Monitor program performance against deliverables and funder expectations.
  • Collaborate with Contract Management and Finance on budgets, renewals, audits, and performance-based billing.
  • Recruit, hire, supervise, and evaluate housing program staff.
  • Provide weekly supervision, coaching, and professional development opportunities.
  • Oversee weekly workshops and ensure consistent, effective delivery service.
  • Foster a trauma-informed, recovery-oriented, person-centered, and equity-focused team culture.
