About The Position

This posting is for a Program Coordinator III position in the Division 13 Business Office in Asheville. The position coordinates, administers, and governs the Division’s Professional Services Program encompassing Construction Engineering & Inspection (CEI), Limited Services Contracts (LSC), and General Engineering Services Consultant (GESC) engagements. The employee serves as the program lead and process/policy expert, establishing procedures, enforcing applicable policies and regulations, resolving program issues, and engaging stakeholders to ensure compliant, efficient delivery of CEI/LSC/GESC services across the Division. ESC arrangements provide consulting support for NCDOT project development/reviews under defined restrictions and program guidance; this role ensures division level execution aligns to those constructs. The position supports a high-volume, high-risk program associated with Division 13 project delivery, including oversight of multi-million-dollar consultant contracts contributing to approximately $6 billion in current and upcoming transportation projects, where accuracy and compliance are critical to ensure proper state and federal reimbursement. This position operates under general supervision of the Business Officer, with authority to initiate and install program procedures, interpret/apply policy, and coordinate cross unit program functions (Resident Engineers’ Offices, District Offices, Project Development, Construction Unit). Program outcomes are reviewed via conferences, audits, and results/performance measures. This position exercises independent judgment to establish/apply program procedures; recommends policy clarifications and system/process improvements; approves/counters operational actions within delegated limits; coordinates consistent interpretation across units. This position may lead and provide functional guidance to administrative/clerical personnel supporting program activities. Employee will serve as a backup to the Division office receptionist/front desk position as needed. Employee may perform other duties as required.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment; or an equivalent combination of training and experience.
  • Ability to communicate both verbally and in written form.
  • Ability to prepare standard financial statements and reports.
  • Ability to identify and correct routine and recurring financial problems, referring more complex problems to a higher level.
  • Ability to verify accounting documents and forms for accuracy and completeness.
  • Ability to present financial information clearly and concisely in oral and written form.
  • Knowledge of basic mathematical computation is needed.
  • Experience applying accounting practices and procedures.
  • Experience preparing financial statements and reports and/or experience overseeing project delivery contracts.
