This role involves providing leadership to a Program Controls team within a large, complex water program with multi-billion dollar capital improvements. The manager will lead the team in developing the budget and schedule for the Capital Improvement Plan, managing costs for the Program Management Office (PMO), directing the development and maintenance of the master schedule, and overseeing the acquisition, disbursement, tracking, and reporting of funds. The position also entails preparing various program reports for client delivery. The Program Controls Manager is responsible for managing, controlling, forecasting, and reporting cost and schedule performance for projects across the organization. This includes setting up and managing project controls systems, capturing progress and expenditure data, analyzing performance, forecasting at-completion data, analyzing project risks, managing change, incorporating scope variations, and preparing associated reports.
