About The Position

The Division of Administration/Louisiana Property Assistance Agency (LPAA) has a vacancy for a Program Compliance Officer. This role is responsible for ensuring state agencies comply with laws, rules, and regulations regarding movable property inventory and fleet management, as mandated by Louisiana Revised Statutes. The LPAA, under the Commissioner of Administration, oversees these programs. The Compliance Section plays a crucial role in fulfilling these statutory requirements. Ideal candidates will demonstrate strong competencies in effective communication, making accurate judgments, and critical thinking. The Division of Administration serves as the state government's management arm, handling various functions including capital construction, grant administration, budget development, technology services, purchasing guidance, and disaster recovery funding.

Requirements

  • Three years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR Six years of full-time work experience in any field; OR A bachelor's degree.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • Ability to lift/carry 30 lbs.

Responsibilities

  • Conduct compliance audits of all state agencies’ inventories of movable property and fleet management activities to determine compliance with applicable laws, rules, and regulations.
  • Run reports from the State’s Official System of Recordation for movable property (Protégé) and review the results.
  • Select and view a statistical sample of the agency’s physical inventory of movable property.
  • Review agency in-house purchasing, property, and fleet files.
  • Interview property and fleet managers when discrepancies need resolving.
  • Travel statewide to verify the accuracy of data against on-site discoveries and information provided by staff.
  • Use independent judgment to ascertain property and fleet program deficiencies.
  • Prepare detailed, complex audit reports outlining deficiencies and corrective actions, and review them with the Compliance Supervisor before submission to the audited agency.
  • Serve as a liaison between LPAA management and agency property or fleet managers to correct underutilized vehicle issues.
  • Contact Fleet managers concerning non-compliance with vehicle reporting or operation procedures.
  • Generate agency visitation reports documenting contact with agency property or fleet managers.
  • Prepare evidence and serve as a principal witness in court cases involving extreme violations of movable property statutes, rules, and regulations.
  • Provide training to property and fleet managers on governing statutes and administrative codes.
  • Clarify misunderstandings of statutes and keep agencies updated on new laws or rule changes.
  • Review agency policies, procedures, operations, new purchases, and deletions to ensure accuracy and proper transaction handling.
  • Provide analysis of vehicle usage and operations.
  • Conduct spot audits of state agencies for internal control deficiencies, examine records to ascertain weaknesses, and submit findings and corrections to the Program Compliance Officer Supervisor.
  • Assist agencies with establishing internal controls and updating filing systems.
  • Assist agencies with annual Property Certification requirements, including contacting agencies about due dates, identifying problems, suggesting extension requests, and working with managers to identify and resolve exceptions/discrepancies.
  • Review agency property certification packets and make recommendations to the Compliance Supervisor for approval/disapproval.
  • Assist with the Preference Buyer Program mandated by statute.
  • Conduct site visits of Preference Buyer applicants and submit recommendations for approval/denial to the Compliance Supervisor.
  • Conduct spot audits of Preference Buyer’s inventory to determine compliance issues.
  • Prepare complex, detailed audit reports for Preference Buyers when compliance issues are severe.
  • Contact agencies or make site visits at LPAA Management’s instructions to gather information regarding property and fleet use/abuse complaints.
  • Pick up small surplus items during site visits with approved transfer declarations.
  • View property the agency is requesting permission to scrap and determine its correct disposition.
  • Perform any other duty required by manager or supervisor.
