About The Position

The Program Compliance Officer 1/2/3 serves a critical role in fulfilling the mission of the Second Injury Board, as outlined in La. R.S. 23:1371.A- to encourage the employment of individuals with a permanent partial disability by protecting employers and insurers from excess liability due to subsequent work-related injuries. PCOs are responsible for evaluating reimbursement claims submitted to the Second Injury Fund (SIF), ensuring compliance with statutory requirements, and making eligibility recommendations to the Board. They also monitor the status of accepted and litigated claims and evaluate settlement requests. The Office of Workers’ Compensation Administration (OWCA) in Louisiana oversees the enforcement and administration of workers’ compensation laws, aiming to support early return-to-work efforts and improve workplace safety. The department manages disputed claims, conducts hearings, reviews medical treatment disputes, and investigates fraud through collaborative efforts like the GAME ON task force.

Requirements

• Three years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR Six years of full-time work experience in any field; OR A bachelor's degree.
• Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

• Evaluating reimbursement claims submitted to the Second Injury Fund (SIF), ensuring compliance with statutory requirements, and making eligibility recommendations to the Board.
• Monitoring the status of accepted and litigated claims and evaluating settlement requests.
• Review incoming claims for reimbursement, and calculate future exposure and present value of claims on settlement request.
• Assess disability status, employability, and medical prognosis through review of medical records.
• Request and analyze supporting documentation from employers, insurance carriers, and third parties to support recommendations.
• Prepare claims for formal presentation to the Second Injury Board.
