About The Position

The Program Compliance Manager role is responsible for the management of casual staff and their employment relationships. In coordination with the Director, this role ensures program compliance with Ministry standards and policies, and that orders are actioned to the satisfaction of the Ministry within stated timelines. Requirements

  • Willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
  • Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
  • Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army; Broad Record Check is required.
  • Completion of a formal post-secondary/college diploma program of two academic years in a related field.
  • Three years of recent progressive related experience including supervisory/team lead experience in an applicable social service field.
  • Proficient in Microsoft 365 computer programs.
  • Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility.
  • Strong understanding of professional boundaries when working with a vulnerable population.
  • Ability to coach and provide constructive feedback.
  • Strong leadership skills.

Responsibilities

  • Responsible for the employment relationship with Casual staff, including recruitment and management, to ensure an adequate pool of casual employees is available.
  • Review and recommend revisions to operational policies and procedures.
  • Develop, review, and maintain policies, procedures, and training activities in compliance with Cuthbert House, TSA policies, and MCCSS standards, ensuring staff compliance through regular audits.
  • Develop training plans, provide needed education to employees, and ensure training is documented.
  • Review information related to compliance and stay current on regulations.
  • Create and complete required and ad-hoc reports.
  • Review complaints within 24 hours of being registered during regular work hours and escalate higher-level issues to the Leadership team.
  • Conduct risk assessments.
  • Identify service issues, gaps, and needs and bring them to the attention of the Leadership team.
  • Monitor appropriate behavior, intervene in crisis situations, provide emotional support and advocacy.
  • Engage in the development of inter-personal relationships that promote dignity and respect.
  • Document and report program statistics on a monthly or as-needed basis.
  • Prepare and/or input appropriate forms, monthly statistical recording, and reporting.
  • Perform on-call duties on a rotational basis, which may include providing individual support, short-term crisis intervention, reviewing complaints, and submitting SORs within required timeframes.
  • Ensure staff work within all Health and Safety practices/protocols and that reporting procedures are followed.
  • Attend and actively participate in Case Management and chair Team meetings when needed.
  • Provide back-up support to management positions and their functions as required.
  • Complete shift schedules in accordance with current policies and legislation.
  • Supervise and support Frontline Workers in providing clients with appropriate support, including system navigation, referrals, and basic need provision.
  • Ensure clients receive proper customer service.
  • Read daily logbooks and arrange necessary follow-up.
  • Read and review client medication sheets to ensure accuracy and proper completion by staff.
  • Assist with monitoring Service Restrictions imposed on youth.
  • Ensure the facility is kept clean and organized.
  • Prepare incident reports and ensure WSIB forms are completed and submitted.
  • Review young person incident reports, camera footage, and follow up on incident reports regarding next steps for the young person and potential employee training.
  • Ensure all employee and young person files and information are kept confidential.
  • Attend Committee and Agency meetings as directed by the Director.
  • Participate in the Policy Review Committee.
  • Conduct tours of the building for groups or individuals as requested.
  • Assist the Director with budget creation.
  • Ensure all contact with donors, staff, volunteers, and the general public are courteous and professional.
  • Adhere to standards consistent with the values and philosophy of The Salvation Army and MCCSS.
  • Practice The Salvation Army professional code of ethics, communicate and cooperate with co-workers, partners, and clients respectfully, openly, and honestly, maintaining confidentiality.
  • Perform other work-related duties as assigned.
  • Support youth in their spiritual requirements in coordination with the Chaplain and other faith leaders.
