About The Position

The City of Richmond Department of Public Utilities is seeking a qualified Program and Operations Supervisor, Senior. The selected incumbent will be responsible for managing the teams that operate and maintain the City of Richmond Water Distributions System. This system includes 1200 miles of water main, 27,000+ valves and 6,500+ hydrants. Incumbents supervise staff; set program goals, objectives, and standards; plan and monitor programs for progress towards objectives. They will oversee changes in policies and procedures; oversee the maintenance of equipment; participate in special projects. coordinate with clients, peers, the community, and other agencies; manage contracts as well as financial and performance data; and prepare reports. Duties include but are not limited to Managing/supervising staff responsible for the water distribution system operation and maintenance Managing Capital Improvement Projects Preparing reports for regulatory compliance Conducting tours as needed Preparing briefing materials for senior management

Requirements

  • Bachelor's degree in business or public administration, or field related to assignment
  • Five years of journey-level professional experience in area related to assignment (Water Transmissions Systems)
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.

Nice To Haves

  • Ten (10) years of progressively responsible related experience that includes significant experience with water transmissions systems
  • The preferred candidate will have five (5) years inspection experience in water transmission system operations
  • Experience working in public utilities, public works and/or environmental regulatory agencies is a plus; to include the Virginia Health Department, Department of Environmental Quality and the Environment Protection Agency.
  • Eight (8) years of supervisory and leadership experience.
  • Six (6) years managing Capital Improvement Projects with the ability to see and convey the big picture concerning short and long term projects and goals
  • Experience with Microsoft Office Suite programs
