About The Position

The City of Richmond-Department of Justice Services is seeking a qualified individual with experience to fill the position of Program and Operations Supervisor for the Division of Adult Services – Pretrial and Home Electronic Monitoring Services. The successful candidate will be responsible for managing the day-to-day operation in a fast-paced environment, serving individuals who are court-ordered to pretrial services with a release condition of GPS/electronic monitoring. The incumbent will oversee internal/external communication and work collaboratively with local courts, law enforcement, defense attorney, prosecutor, magistrate, and other stakeholders involved in public safety and community support services. The incumbent will oversee a staff of fifteen (15) that include officer and supervisor positions; ensure program compliance in accordance with state statutes and local ordinances; manage program budget to include local and state funding sources; identify and examine qualitative and quantitative performance measures that include the use of data from GPS/electronic monitoring database; complete quarterly progress reports; develop program policies and procedures; manage employee personnel matters in accordance with city administrative regulations; and serve as a resource to the local Community Criminal Justice Board in its strategies to improve sentencing alternatives. Work is performed independently with general supervision from the Deputy Director of Adult Operations.

Requirements

  • Bachelor's degree in business or public administration, or field related to assignment.
  • Four years of journey-level professional experience in area related to assignment.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

  • A master's degree in business, public administration, or field directly related to assignment may be preferred
  • Extensive experience monitoring GPS tracking systems.
  • Demonstrated experience implementing correctional evidence-based practices in a community correction setting.
  • Demonstrated experience communicating/testifying in court setting.
  • Demonstrated experience administering pretrial and probation risk assessments.
  • Strong knowledge of local Richmond community resources and human services network
  • Five (5) or more years of experience supervising five or more employees.
  • Strong communication skills at multiple levels of government

Responsibilities

  • Developing and implementing daily operational policy and procedures to ensure effective delivery of services.
  • Developing and managing program goals, performance targets, and budgets.
  • Preparing monthly, quarterly, and annual program progress and financial reports.
  • Conducting research and data analysis as needed for program planning and outcome performances.
  • Problem-solving formally and informally with other agency personnel of all levels to ensure effective and efficient systems are in place.
  • Serving as a liaison to the Virginia Department of Criminal Justice Services, Virginia Department of Corrections, District 1 Probation and Parole and the local courts.
  • Representing the Department at stakeholder meetings
  • Monitoring the implementation of evidence-based practices in a criminal justice setting
  • Providing direct supervision over program supervisors.
  • Completing staff performance evaluations.
  • Coordinating staff training and professional development.
  • Developing ancillary service agreements.
  • Performing other related work as assigned
