About The Position

SAIC is currently seeking a Program Analyst – Reserve Coordinator located at Camp Smith in Honolulu, Hawaii to support the USPACOM J7. This role will produce orders, directives, and plans to facilitate J7 guidance for theater training and exercises, support J7 executive travel for events, and leverage appropriate tools in support of the J7 staff.

Requirements

  • Experience with J7 guidance for theater training and exercises.
  • Experience supporting J7 executive travel for events.
  • Proficiency with tools such as Task Management System (TMS), Joint Training Information Management System (JTIMS), Joint Training Tool (JTT), Office 365, Microsoft Teams, Video Teleconference System, and other related databases or systems.
  • Experience with the Defense Travel System (DTS).
  • Familiarity with Electronic Task Management System 2(ETMS2).
  • Experience managing reserve force utilization and readiness.
  • Experience managing long-term reserve man-day budgets.
  • Experience with Selected Reservist (SELRES) and Long-term Reserve Support for exercises.
  • Experience liaising between different components (J7, Service Reserve components, J1 Director).
  • Experience managing awards, decorations, and evaluations.
  • Experience coordinating personnel actions (recruitments, resignations, performance appraisals, classification standards, pay status, awards).
  • Experience maintaining J7 Manpower Tool (NIPR) and Personnel database (SIPR).
  • Experience advising on human resources policies and procedures.
  • Experience supporting executive level (flag and general officer) correspondence.
  • Experience responding to Requests for Information (RFIs).
  • Experience maintaining calendars and facilitating meeting requirements.
  • Experience ensuring availability of read-ahead or reference material for meetings.

Responsibilities

  • Assists with plans for maximizing reserve force utilization and readiness in support of USPACOM exercises.
  • Assists with managing long-term reserve man-day budgets for assigned exercise and training reserve personnel to meet the operational support requirements for all Services.
  • Assists with management of all aspects of the Reserve Program, Selected Reservist (SELRES) and Long-term Reserve Support for exercises.
  • Assists with liaison between the J7, respective Service Reserve components, and the J1 Director for Manpower, Personnel and Administration.
  • Assists with the management of awards, decorations, and evaluations for military and civilians.
  • Coordinates with the civilian personnel staff, as appropriate, on all personnel actions including recruitments, resignations, performance appraisals, classification standards, pay status, and awards.
  • Assists with J7 personnel management for the J7, to include keeping the J7 Manpower Tool (NIPR) and Personnel database (SIPR) up to date.
  • Advises employees and supervisors on a variety of procedural and policy matters, pertaining to human resources policies and procedures.
  • Supports production of orders, directives, and plans intended to facilitate J7 guidance for theater training and exercises.
  • Ensures coordination with staff and other organizations to support J7 travel for events including submission of travel arrangements through the Defense Travel System (DTS), submission of clearance or foreign travel requirements, submission of funding requests, and other administrative or logistical support as required.
  • Ensures unified action within USPACOM J7 and supports communications with external organizations through preparation, review, and management of executive level (flag and general officer) correspondence.
  • Leverages appropriate tools in support to J7 staff such as Task Management System (TMS), Joint Training Information Management System (JTIMS), Joint Training Tool (JTT), Office 365, Microsoft Teams, Video Teleconference System, and other related databases or systems.
  • Responds or facilitates a response to Requests for Information (RFIs) submitted to the J7 team to facilitate responses to RFIs directed by J7 through the Electronic Task Management System 2(ETMS2) and other related databases or systems.
  • Supports the USPACOM J7 by maintaining calendars, facilitating IM/KM requirements for meetings, and ensuring all read-ahead or reference material is available to applicable parties prior to meetings.
