About The Position

The Program Analyst is located in Security Operations, International Operations, Mitigation Operations, Protocol & Communications, Transportation Security Administration (TSA), Department of Homeland Security (DHS). The role supports TSA’s mission to safeguard transportation infrastructure and protect the movement of people and commerce. The analyst assesses program requirements, policies, procedures, and objectives; leads project teams and special assignments; reviews executive briefing materials; evaluates applicable laws and policies; and advises management on program effectiveness and improvement.

Requirements

One year of specialized experience at the SV-I or GS-13 level in Federal service, or equivalent experience in the private sector.
Experience identifying program inefficiencies and developing and implementing recommendations for improvement.
Experience leading a team, including establishing priorities, organizing work, determining resources, or evaluating processes.
Oral and written communication skills sufficient to develop and deliver reports or presentations, or explain program concepts and technical requirements to audiences with varying levels of understanding and experience.
U.S. citizenship or U.S. National status.
Must have reached age 18 by the time of application.
Must complete a favorable background investigation.
Selective Service registration is required where applicable.
Must meet the qualification requirements by the vacancy announcement closing date.

Responsibilities

Develop, analyze, and evaluate new or modified requirements, policies, procedures, and objectives for their impact on internal and external customers and programs.
Direct and develop plans for project teams or other groups working on projects and studies.
Lead special projects, task forces, and action groups that support organizational goals through assignments, projects, and studies.
Review and edit briefing materials and trip books for the Administrator’s Office and International Operations Front Office, ensuring documents and information are accurate, concise, and informative.
Review laws, regulations, and policies to evaluate and advise on sustainable practices for assigned programs and projects.
Provide guidance on interpreting and implementing new or revised legislation, policies, regulations, and procedures.
Advise management on the operational effectiveness and efficiency of assigned programs; recommend improvements, coordinate their implementation, and reassess effectiveness.
Consult with the manager on executing and tracking work plans.
Validate and coordinate organizational-unit responsibilities as directed by senior officials and program managers.
