About The Position

The DS/EX/CTO Front Office is seeking a Program Analyst to provide contract management and budget execution support directly to senior leadership. The analyst will serve as a critical operational resource within the front office, coordinating across internal teams and with the Technology Business Management (TBM) function to ensure financial visibility, contract compliance, and programmatic continuity.

Requirements

  • Bachelor’s degree in Business Administration, Finance, Public Administration, or related field.
  • 5+ years of experience in program/contract analysis within a federal government or federal contracting environment.
  • Demonstrated experience with budget execution, spend plan management, and financial reporting.
  • Familiarity with federal acquisition regulations (FAR) and contract lifecycle management.
  • Proficiency with Microsoft Office Suite; advanced Excel skills required.
  • Active Secret clearance.

  • Experience working directly within a CTO, CIO, or senior technology front office environment.
  • Strong written and verbal communication skills; ability to brief executive-level audiences.
  • Hands-on experience with Technology Business Management (TBM) frameworks, tools, or taxonomies.
  • Familiarity with IT portfolio management and IT budget processes within the federal government.
  • Experience with financial management systems such as PRISM, Momentum, or similar.
  • PMP, CPCM, CDFM, or equivalent certification.
  • Experience supporting State Department (DOS), DHS, DOD, or IC community programs.

Responsibilities

  • Manage and track contract vehicles supporting DS/EX/CTO programs, including modifications, option periods, deliverables, and closeout activities.
  • Support budget formulation, execution, and reconciliation across multiple fiscal years in coordination with TBM and finance stakeholders.
  • Develop and maintain budget tracking tools, spend plans, and financial status reports for CTO leadership review.
  • Monitor obligations and expenditures against planned spend; identify variances and recommend corrective actions.
  • Serve as a liaison between the front office, contracting officers (CORs), TBM analysts, and program teams on financial and acquisition matters.
  • Prepare and review procurement documentation including SOWs, PWS, IGCEs, acquisition packages, and contract modifications.
  • Coordinate with the broader DS/EX team on cross-cutting programmatic and financial issues.
  • Maintain accurate records and reporting artifacts in accordance with agency policy and audit requirements.
  • Brief senior leadership on contract status, budget execution rates, and emerging financial risks.
