About The Position

GDIT is seeking a Timekeeping Program Analyst to join their team supporting the Indian Health Service (IHS) Health Information Technology (HIT) Modernization (MOD) program. This role will provide contract management execution support for the Patients at the Heart (PATH) EHR program, aiming to improve patient experience and quality of care for American Indian and Alaska Native populations across 600 facilities in 37 states. The analyst will manage subcontractor timekeeping systems, reconcile hours, enforce policies, and ensure alignment between forecasts and actuals.

Requirements

  • Bachelors degree and 5+ years of relevant experience
  • Proven understanding of resource management, expense and timekeeping management, and subcontractor timekeeping processes and policies.
  • Experience supporting medium-to-large IT projects to include performance reporting and system setup.
  • Proficient in Microsoft Office Suite, specifically Word, Excel, PowerPoint, and Visio.
  • Government contracts experience and knowledge of multiple contract types.
  • Training/education/experience in task coordination; functional knowledge of IT project management concepts and tools.
  • Ability to travel up to 25% of the year, as needed.
  • Must be able to obtain and maintain a level 5 public trust.

  • Excellent organizational and time management skills; ability to manage frequently changing priorities of competing importance.
  • Ability to communicate and interact effectively with internal/external teams including key stakeholders and customers.
  • Ability to work independently with minimal supervision and within tight deadlines, following detailed written policies, processes, procedures, and work instructions.

Responsibilities

  • Manages subcontractor timekeeping systems, like SETRIS, and enforces subcontractor timekeeping policies.
  • Conducts hours reconciliations across workstreams to ensure accurate time reporting and compares each reconciliation to each task order budget.
  • Enforces Performance Work Authorization (PWAs) with allotted hours and charge codes.
  • Assists with contract Labor Category (LCAT) verifications alongside task order managers and hiring managers.
  • Ensures hours forecasts and actuals align with workload requirements on the program.
