About The Position

The Program Analyst provides professional program analysis and advisory support within the ERS Division in support of the Marine Corps Facility-Related Control System (FRCS) program. The position applies analytical expertise, sound judgment, and knowledge of program management principles to support a complex Department of Defense environment. The role requires the ability to understand organizational objectives, evaluate programmatic issues, and provide clear, objective perspectives that contribute to effective management and informed decision-making. The position operates in a highly collaborative and mission-focused environment involving diverse stakeholders and enterprise-level requirements. Success in the role requires strong analytical reasoning, communication, organization, attention to detail, and the ability to work effectively with sensitive and complex program information. The Program Analyst contributes to the overall effectiveness and maturity of the FRCS program by promoting consistency, accountability, and alignment with broader Marine Corps mission objectives.

Requirements

  • Bachelor’s Degree in relevant field (Cyber Security, Engineering, Computer Science or Information System).
  • 2 Years of Experience doing Cyber Security technical writing within a program analyst environment.
  • Demonstrated experience technical writing for Federal Government, Department of War (DoW), and Marine Corps Facilities programs.
  • Familiarity with technical writing for FRCS programs or similar large‑scale facilities programs.
  • Demonstrated experience preparing structured program documentation, technical content, summaries, and official communications.
  • Familiarity with FRCS or Operational Technology (OT) documentation, implementation guidance, or standards.
  • Strong attention to detail, time management, follow‑through, and communication skills.
  • Ability to work independently and collaboratively in both virtual and in‑person environments.
  • Ability to manage multiple projects, deadlines, and competing priorities.
  • Proficiency with Microsoft tools, including MS Teams, Word, Excel, PowerPoint, SharePoint, and collaborative file structures.
  • Excellent analytical skills, communication abilities, and technical writing expertise.
  • Ability to present and collaborate technical writings with senior leadership, cybersecurity teams, engineers, system owners, and multi‑disciplinary stakeholders.

  • Direct experience supporting Marine Corps installation facilities programs or Marine Corps headquarters organizations.
  • Experience preparing official Marine Corps or DoW documentation.

Responsibilities

  • Provide program analyst support for the Marine Corps Facility-Related Control System (FRCS) program.
  • Assist in developing and maintaining program plans, guidance documents, tracking tools, schedules, execution documentation, and structured workflows.
  • Support development and sustainment of long‑range FRCS plans, track program execution, and deliver weekly/monthly status updates to leadership.
  • Draft, edit, coordinate, and prepare official Marine Corps FRCS program documentation, including SOP updates, guidance revisions, leadership briefs, and white papers.
  • Conduct data analysis across the FRCS portfolio, producing execution metrics, analytic summaries, reports, and decision briefs.
  • Monitor financial actions such as commitments and obligations and identify deviations with recommended corrective actions.
  • Collaborate with stakeholders to develop project documentation, support project initiation, maintain tracking of priority infrastructure projects, and ensure alignment with Marine Corps FRCS goals.
  • Produce clear, structured technical writing, including policy updates, program summaries, technical content, report narratives, and documentation prepared for Government review.
  • Maintain accurate project records, revision histories, SharePoint repositories, and document libraries.
  • Support compliance reviews, audits, inspections, and enterprise governance activities as required.
  • Work collaboratively with regional installation personnel, FRCS staff, application owners, and facilities program managers to ensure timely submission, coordination, and quality control of program documentation.
