Requirements

  • Minimum of 10 years of combined experience performing duties described in the functional description with at least 3 of those years analyzing budgets.
  • MA/MS degree or supplemental experience is required.

Nice To Haves

  • At least 3 years of experience developing and coordinating procurement documentation.
  • Experience with acquisition reviews and cost analysis.
  • Experience with the following: Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLS), Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), Procurement Initiation Documents (PID), and AcqMat/APHM.
  • Knowledge of aircraft mission systems and the modification of those systems for in-service aircraft.
  • Experience working with OEMs, preparing J&As and developing and editing SOO/SOWs.
  • An understanding of the risk management process and the ability to assist with the preparation or review of CDRLs.
  • Familiarity with the engineering change process is a plus.
  • Proficiency in MS tools, PowerPoint, Excel, TEAMS, and MS Project.
  • Ability to create pivot tables and graphs of data from exports of CSPT and other sources.

Responsibilities

  • Providing senior staff recommendations for E-6B related initiatives.
  • Providing sustainment, acquisition, and financial expertise for the E-6B Mercury strategic airborne command post aircraft supporting the MSA IPTL.
  • Creating, managing, and reporting procurement, financial, and contractual performance of assigned E-6B Mission Systems Architecture and related projects.
  • Tracking of readiness and sustainment requirements for current fleet need/demand as well as tracking and developing future requirements that impact mission systems.
  • Applying knowledge and expertise in continuous process improvement environment to track performance to plan aligned with program office efforts.
  • Provide sustainment, acquisition, and financial support for initiatives in support of the E-6B Mission Systems Architecture IPT.
  • Facilitate and manage spend plans using CSPT, PID planning, align SPID entries with the IPT strategy and contract execution, and respond to and develop program data calls.
  • Support input and update to the RMT.
  • Track and analyze budget planning, execution data, and schedule execution data to provide actionable inputs and recommendations to the Integrated Product Team Lead (IPTL).
  • Liaise directly with program office Contract Specialists and Procurement Contracting Officer in the development and processing of SOW, SOO, Performance Work Statements (PWS), Performance Based Specifications, CDRLs, Technical Evaluations, and other contractual documentation for contracting efforts.
  • Manage procurements using PMT, including development and management of PID; coordination and preparation of all actions required for conducting Procurement Planning Conferences (PPC’s); generation, routing, and tracking of Procurement Planning Agreements (PPAs); and input, tracking, and reporting of PMT actions and milestones.
  • Enter and maintain IPT cost, schedule and performance data in AcqMat; analyze and interpret APHM dashboard data.
  • Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, program reviews, budget development and coordination, and program planning.
  • Participate in status briefs and recommend responses to program inquiries.
  • Serves as Program Analyst lead for managing, tracking and reporting procurement status and activities.
  • Support the operation of the IPT including scheduling and organizing meetings, making data calls and assessing the data, updating schedules, and supporting development of procurement packages.
  • Track program/project status and schedules.
  • Develop and coordinate program documentation, requirements documents, and program and budget/funding resource plans.
  • Support acquisition strategy development, prepare for program reviews, and review and recommend alternative strategies to reduce program risk.
