About The Position

Davis Defense Group, Inc. is seeking a Data Management Analyst, Journeyman to support the Department of Defense. This role involves applying analytic techniques to evaluate program/project objectives, analyzing requirements, status, budgets, and schedules, and performing management, technical, or business case analyses. The analyst will collect, organize, and interpret data related to aircraft acquisition, sustainment, and product programs, track program/project status, and apply government-instituted processes for documentation, change control, and data management. The position is on-site in Patuxent River, MD, requires a Secret clearance (Top Secret preferred), and offers a salary range of $85,000 - $120,000.

Requirements

  • Apply analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes and interprets data relating to aircraft acquisition, sustainment and product programs.
  • Tracks program/project status and schedules.
  • Apply government-instituted processes for documentation, change control management and data management.
  • Three years or more experience performing duties described in the functional description.
  • Experience with MS SharePoint and the AMS CDRL tool.
  • BA/BS degree or supplemental experience is required.

Nice To Haves

  • Top Secret clearance preferred.
  • At least 2 years of experience developing and coordinating procurement documentation.
  • Experience with data requirement reviews.
  • Experience with the following: the AMS Contract Data Requirements List (CDRL) tool and implementing (STINFO) Regulations: 5010.12M, Mil-Std-963, and 5230.24.
  • Experience working with OEMs and large contracts to develop data requirements, incorporate data requirements into contracts, and manage the OEM/Contractors delivery performance of data products.
  • Experience with managing aircraft manufactures in the development phase of their lifecycle.
  • Familiarity with preparing data for meeting Major Defense Acquisition Program (MDAP) reviews.

Responsibilities

  • Provide senior staff and IPT Leads recommendations for managing data from requirement through to data deliverable for E-130J related initiatives.
  • Track contract data requirements, data deliverables, and schedule execution in accordance with programs needs and contract requirements for systems within the purview of the IPT.
  • Apply knowledge and expertise in continuous process improvement to track performance to plan on program office efforts.
  • Provide data management and analytical support for initiatives in support of TACAMO aircraft programs.
  • Perform data management in accordance with DoD Data and Scientific and Technical Information (STINFO) Regulations: 5010.12M, Mil-Std-963, and 5230.24.
  • Ensure accuracy of the Data Management, Contract Data Requirements List (DM CDRL) process per PMA Standard Operating Procedure (SOP).
  • Support the governance and control in the selection, generation, preparation, acquisition, and use of data imposed by contractors supporting PMA.
  • Provide advice/guidance to stakeholders on the selection and tailoring of Data Item Descriptions (DIDs).
  • Coordinate CDRL (DD-1423) development and reviews.
  • Manage receipt, review, disposition, and storage of all programs’ contract deliverables.
  • Review data marking of contract deliverables to ensure compliance with the technical data markings clause of the contract.
  • Submit contract deliverables with questionable markings to responsible Government Lead in PMA, Procuring Contracting Officer (PCO), and Legal for appropriate action/resolution; assist team through resolution.
  • Network with other PMAs and NAVAIR Sustainment Group, specifically Configuration and Data Management Group, in support of current DoD Policy, Navy Policy, NAVAIR Procedures and Guidance, and data rights law.
