We are recruiting for a Program Analyst (Level II/III) to conduct Fishery Disaster Request Analysis. This role involves the initial evaluation of fishery disaster requests for Alaska, serving as the primary contact for the requesting entity. All evaluations must adhere to the amended section 312(a) of the MSA. The lead Alaska Region staff will review requests for completeness, liaise with requestors to address any information gaps, and finalize evaluations within MSA timelines. Following evaluation, the lead staff, with support from this contract, will draft and submit a formal decision memo for review and approval by regional and headquarters staff, ultimately for a decision by the Secretary of Commerce. This position is contingent upon the award of a contract that Saltwater Inc. is pursuing, and this advertisement is a proactive recruitment measure.

Requirements

  • Program planning and management in a team environment.
  • Review and evaluation of basic quantitative data, such as population size data, and basic economic data.
  • Policy analysis and the ability to evaluate specific data and information against required standards.
  • Excellent verbal and written communication skills.
  • Established skills with spreadsheets and word processing software.
  • Ability to follow established procedures to accomplish specific tasks.
  • Current MS Office skills
  • Current Google Office Suite Skills
  • Skills with online seminar software such as Google, Webex

Nice To Haves

  • Experience with salmon management including, analysis of data or management reports, is preferred.

Responsibilities

  • Provide program management support to the Regional Fishery Disaster Assistance Lead (Lead).
  • Upon receipt of a request from the Lead, review the request and contact any requesting entity staff leads identified in the request and provide regional contact information to such staff.
  • Serve as the point of contact for requestors during the period between initial request receipt and final decision/funding, answering questions and escalating to the Lead when necessary.
  • Review requests, compare provided information against MSA section 312(a) requirements, and notify requestors of any missing or incomplete information, requesting its provision or update.
  • Inform the Lead via email of any deficiencies in request information.
  • Upon receipt of a complete information package, evaluate the request based on the methodology in the Policy Guidance from the Headquarters office, notifying the Lead when commencing the review.
  • Draft a decision memo using agreed-upon templates for initial review by the Lead, and incorporate any requested edits.
  • Act as the initial point of contact for questions from staff during the clearance process of the final Memo with Headquarters and the Region, working with the Lead as appropriate.
  • Develop an annotated template for Alaska fishery disaster requests that is shareable with requesters.
  • Maintain and update a database of Alaska fishery disasters, including grant tracking and multi-year disaster tracking.
  • Provide an annual report on fishery disasters that are pending and approved, and develop spend plans for leadership.
  • Create and maintain a file management system specific to AK disasters that spans the life of the disaster from declaration to grant close out.
