KBR is seeking a Program Analyst-Journeyman to join our team to provide program management (PM) services for the Program Manager, Air (PMA) 265 Finland IPT in support of the F/A-18 air vehicle, subsystems, armament, engine, airborne weapons, technical publications, spares, Support Equipment (SE), transportation, and training/trainer efforts in Lexington Park, MD. Applicant must be a flexible self-starter and have the ability to work autonomously.

Requirements

  • Must be a US citizen with the ability to obtain and maintain a DoD secret security clearance.
  • Bachelor’s degree. Additional experience is accepted in lieu of a college degree (+2 years for those with associates, or +4 years for those with a high school diploma).
  • At least three (3) years of experience in program management, technical or business analysis discipline; and included in the three (3) years of experience there must be at least two (2) years professional experience in technical efforts supporting major weapon systems and/or components development with specific knowledge of FMS and Defense Security Assistance Programs.
  • Experience with program/project status reporting and schedules.
  • Familiarity with SECNAV, OPNAV and OSD policy and documentation related to PPBS, LCM of military acquisition programs (as specified in the DoD 5000 series).
  • FMS and Defense Security Assistance Programs, familiarity with SECNAV, OPNAV, and OSD forms related to Procurement Requests, Work Requests, Requisitions, and Contract Data Requirements List.

Nice To Haves

  • NAVAIR security/ technical transfer and foreign disclosure policies is desired.
  • Experience with the Microsoft Office productivity suite, specifically PowerPoint, Excel, and Word, is desired.

Responsibilities

  • Provide programmatic services for the Program Management Activity (PMA)-265 Finland Integrated Product Team (IPT) in support of the F/A-18 air vehicle, subsystems, armament, engine, airborne weapons, technical publications, spares, support equipment (SE), transportation and training/trainer efforts.
  • Develop, review, and analyze required Foreign Military Sales (FMS) case documentation and supporting data to include acquisition data in accordance with applicable Department of Defense (DoD) directives.
  • Prepare formal letters, informal memoranda, presentations, point papers, and general correspondence.
  • Maintain organized files of all program documentation and track all action items and taskers.
  • Coordinate, support, attend and participate in program management reviews, meetings, briefings and other significant program activities and events to perform analysis in support of the PMA-265 Finland IPT.
  • Identify and analyze issues, record action items, recommend preferred courses of action to resolve action items, and prepare draft minutes from the meeting.
  • Supports technology transfer activities by developing required documentation, applying appropriate DoD markings, and routing packages for foreign disclosure release reviews.
  • Provide administrative and program support for visit travel requests and country clearances.
