About The Position

The Program Analyst II role involves developing and maintaining documents for tracking TSO-10 funds, including allotments, contracts, inter-agency agreements, and call or task orders. This position will also track and support the estimation of TSO-10’s projected funding needs and related acquisition and budget-tracking documents. The role requires providing expert support on acquisition and budget analysis, producing regular reports with visual aids, and conducting periodic analyses of tracking data. Additionally, the Program Analyst II will support the TSO-10 Program Planning process, assist CORs in preparing and tracking purchase requests, and support the development and messaging of SOPs and meeting information exchange. Collaboration with other Program Analysts II is expected, along with proficiency in MS Office 365 and financial systems like DELPHI.

Requirements

  • A bachelor’s degree in any field of study or post-secondary training is highly desired but not required.
  • Five years of demonstrated experience with both performing and leading administrative support personnel.
  • Five years of financial management experience.
  • Experience communicating with individuals at all levels, both orally and in writing.
  • Experience with mediation skills.
  • Highly proficient with Microsoft (MS) Office products such as PowerPoint, Word, Excel, Outlook, Skype, Access, Structured Query Language (SQL), SharePoint, current web browsers (i.e. Internet Explorer, Edge, Google Chrome, etc.) Adobe Acrobat, and scheduling/navigating conference applications (i.e. Adobe Connect, PolyCom Video Teleconferencing (VTC)), automated administrative tracking management systems (i.e. travel management, time and attendance), and other work-related data entry systems, to include the ability to effectively mentor the contractor’s staff with these applications.
  • Ability to quickly become proficient in non-standard software programs required for Department usage, (any required training will not be at the expense of the Government), and mentor the contractor’s staff with these applications.
  • Highly proficient in grammar, spelling, punctuation and preparation of standard office documents, and the ability to mentor/instruct the contractor’s staff to perform this function.
  • Familiarity with the Government Style Manual.

Responsibilities

  • Development and maintenance of documents to track the status of TSO-10 funds (including allotments, contracts, inter-agency agreements, and call or task orders).
  • Development and maintenance of documents to track and support the estimation of TSO-10’s projected funding needs.
  • Development and maintenance of related acquisition and budget-related tracking documents.
  • Provide expert support on acquisition and budget analysis for TSO-10.
  • Produce weekly and monthly reports including visual graphs and charts to communicate tracking information.
  • Periodically produce analyses of tracking data and/or reports on specific areas of concern involving acquisition or budget-related topics for TSO-10.
  • Support TSO-10’s Program Planning process on a periodic basis.
  • Assist the TSO-10 COR(s) in preparing purchase requests on an ongoing basis.
  • Support the review, entering, submission, and tracking of all TSO-10 purchase requests on an ongoing basis.
  • Support the development, implementation, and messaging on SOP, COR consultation, and F&A COP meetings and information exchange.
  • Support and work in coordination with other Program Analysts II on all assignments, as necessary.
  • Be Proficient in working with MS Office 365 (particularly Excel, PowerPoint, SharePoint, and TEAMS) and financial systems (i.e. DELPHI).
