About The Position

The Department of Human Services is seeking a Program Analyst 3 who enjoys working with information and solving problems. In this role, you will help turn complex data into clear insights that support statewide programs. You will collaborate with teams and partners to improve services through strong analysis and communication. This position offers the chance to make a positive impact on communities across the Commonwealth. This position supports the Office of Developmental Programs by analyzing complex data and helping teams understand information that guides program quality. Your work will strengthen decision-making and improve outcomes for individuals supported by the system.

Requirements

• One year as a Program Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
• Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree
• An equivalent combination of experience and training
• Meet the PA residency requirement
• Be able to perform essential job functions

Responsibilities

• Collect and interpret large data sets to support performance measures and quality initiatives
• Create clear graphs and reports that help stakeholders understand trends and findings
• Guide staff and partners in data monitoring, sampling, and quality management practices
• Prepare materials and teach concepts related to data driven quality management
• Lead or assist with projects that involve planning, evaluation, and collaboration across teams
• Review program data and offer recommendations that support improvement across the service system
