About The Position

The Yakutat Tlingit Tribe (YTT) is seeking a qualified consulting firm to provide professional civil engineering, environmental services, engineering services, and technical support services through an Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC). YTT administers a diverse portfolio of programs and projects throughout the City and Borough of Yakutat, including environmental restoration, transportation infrastructure, aquatic organism passage (AOP) culverts, fisheries, community facilities, environmental resilience, and natural resource management. These efforts are funded through a combination of Tribal, Federal, State, and grant funding sources and frequently require specialized professional services. YTT also administers programs including the Tribal Transportation Program (TTP), the Native American Lands Environmental Mitigation Program (NALEMP), the Environmental Protection Agency Tribal Response Program (EPA TRP), fisheries restoration initiatives, and other Environmental Protection Agency (EPA) and community development efforts. The Yakutat Tlingit Tribe is deeply committed to keeping the traditional ancestral lands of the Five Chiefs pristine, thriving, and abundant. Our elders have long called these lands our refrigerator, and have taught us that we must care for the land in order for the land to care for us. Environmental stewardship is not simply a regulatory obligation for YTT — it is central to preserving Haa Shaagoon, Our Way of Life, for current and future generations. YTT has over twenty years of proven performance under federal Cooperative Agreements with the Department of Defense through NALEMP, and continuous EPA TRP funding, completing WWII-era remediation, fuel tank removals, brownfield assessments, and long-term environmental cleanup. Combined with the Tribal Transportation Program's 113 routes requiring ongoing safety, culvert, bridge, right-of-way, and infrastructure improvements, YTT's expanding responsibilities demand fast, reliable access to technical, engineering, and environmental support — especially within Alaska's short work seasons. Establishing this IDIQ ensures uninterrupted delivery of essential services, strengthens program capacity, and supports YTT's EPA, fisheries, monitoring, stewardship, and Realty programs by enabling timely, compliant, and coordinated project execution across Tribal lands. YTT anticipates continued investment in transportation improvements, aquatic organism passage projects, watershed restoration, environmental remediation, climate adaptation, bridge development, and transportation safety. The selected consultant(s) shall work closely with multiple programs — the Tribal Transportation Program, the Native American Lands Environmental Mitigation Program, the Environmental Protection Agency Tribal Response Program, the Environmental Protection Agency, fisheries programs, and environmental monitoring — to advance strategic planning, funding development, permitting, design, construction, and implementation of these projects. The resulting contract shall have a base term of three (3) years, with an option for a two-year extension. During this period, YTT intends to issue individual task orders for services as project needs arise and funding becomes available. Task orders will be issued as either lump sum or time and expenses as appropriate to each scope of work – the selected firm will prepare open book estimates for task order proposals using provided rate sheets and proposed overhead and profit markup rates as established through this proposal.

Alaska Business License.
Professional Engineer's License(s).
Identify the membership and extent of the proposed team by addressing all requested capacities, capabilities, and experience.
Demonstrated experience of the proposed team in successfully delivering similar projects, including federally funded projects.
Experience working with Indian Tribes and Alaska Native Villages, and demonstrated success in supporting Tribes to build internal capacity and capabilities to deliver similar projects and develop their programs.
Hold a valid Alaska business license.
Hold the necessary applicable professional licenses required by Alaska Statute.
Submit the names and addresses of all subcontractors, and the type and percentage of work they will be providing.
Supply proof of appropriate subcontractors' Alaska business licenses, and the necessary applicable business licenses for those businesses that will be doing work inside Alaska, within a reasonable time after the Notice of Intent to Award is issued.
Comply with all terms of the RFP and with all applicable local, state, and federal laws, codes, and regulations.
Proposals must be signed by an individual authorized to bind the offeror to its provisions.
Proposal must remain valid for at least sixty (60) days from the proposal receipt deadline.

Develop Engineering design and replacement for two culverts.
Provide field services including assessments of current conditions, fish habitat, wetlands, topography, bathymetry, and archaeology.
Provide surveying, permitting, environmental compliance, and engineering designs for replacement of two culverts to restore AOP.
Develop a design package including engineering plans, drawings, and specifications for each culvert replacement.
Conduct technical oversight of construction and installation of three culverts.
Prepare construction completion reports for each culvert replacement.
Conduct project management, coordination, and communication for coordination of design and construction.
Collaborate with the Tribal Transportation Director and YTT to manage and coordinate project activities.
Participate in regular project meetings to coordinate activities and address current issues and needs.
Support communications and coordination with federal agencies, state agencies, and non-profit entities including U.S. Forest Service (USFS), U.S. Fish and Wildlife Service (USFWS), Alaska Department of Fish and Game (ADF&G) as required to efficiently and effectively complete the project.
Develop and implement a culvert assessment plan.
Develop a Strategic Plan and conduct stakeholder outreach and engagement.
Develop engineering designs and obtain permits for replacement of five culverts.
Conduct technical oversight of construction and completion of culvert installations.
