About The Position

Leidos is seeking a Director of Technical Services & Engineering to lead Hawai‘i Energy’s engineering, technical services, data analytics, and technical program strategy functions. Reporting to the Executive Director, this position provides leadership and strategic direction for all technical activities that support the achievement of Hawai‘i Energy’s energy savings performance targets. The Director will oversee a multidisciplinary team of engineers, technical specialists, and data analysts responsible for developing and implementing energy savings methodologies, measurement and verification protocols, program data analytics, data portals and reporting dashboards. This role is closely integrated with IT initiatives in coordination with the Deputy Director. This leader will contribute to the long-term technical vision for the organization, ensure programmatic compliance, and drive continuous improvement across Hawai‘i Energy’s portfolio. The ideal candidate brings deep expertise in energy efficiency and demand-side management, demonstrated success leading large technical organizations, and the ability to translate complex engineering concepts into business strategies that advance Hawai‘i’s clean energy objectives.

Requirements

  • Bachelor’s degree in engineering or a related technical discipline; master’s degree preferred.
  • 12 to 15 years of relevant experience or a master’s degree with 10 to 13 years of experience.
  • Ten or more years of progressive leadership experience managing engineering, technical services, or energy program teams.
  • Demonstrated success leading managers and multidisciplinary technical organizations with multiple direct reports.
  • Deep expertise in energy efficiency, demand-side management, demand response, measurement and verification, and utility program design.
  • Experience developing technical strategies that drive organizational performance and achievement of energy savings goals.
  • Strong understanding of utility regulation, cost effectiveness, and Public Utilities Commission processes.
  • Exceptional communication skills, including experience presenting to executive leadership, regulators, and external stakeholders.
  • Proven ability to lead organizational change and implement innovative technical solutions.

Nice To Haves

  • Professional Engineer (PE), Certified Energy Manager (CEM), Certified Energy Auditor (CEA), LEED, or PMP certification.
  • Experience leading technical organizations within utility, consulting, or energy efficiency portfolios.
  • Expertise in building systems, HVAC, controls, data analytics, demand response, and emerging energy technologies.
  • Experience overseeing technical teams responsible for software systems, data visualization, and advanced analytics.

Responsibilities

  • Establish and execute the technical support strategy required to achieve Hawai‘i Energy’s long-term energy savings, demand reduction, and total resource benefit performance goals.
  • Oversee all engineering, technical services, measurement and verification, and data analytics functions.
  • Partner with executive leadership to align technical priorities with organizational strategy, regulatory requirements, and customer needs.
  • Identify emerging technologies, market opportunities, and program innovations to strengthen portfolio performance.
  • Serve as the organization’s senior technical advisor and subject matter expert on energy efficiency, demand-side management, and related initiatives.
  • Influence strategic decisions that impact business performance, customer outcomes, and portfolio cost effectiveness.
  • Lead and mentor multiple direct reports, including engineers and technical specialists.
  • Oversee development and maintenance of energy savings methodologies, technical assumptions, and the program Technical Resource Manual.
  • Direct engineering review processes for custom projects, energy models, and measurement and verification activities.
  • Ensure technical rigor and consistency in savings calculations, cost-effectiveness analyses, and program evaluation activities.
  • Oversee technical support for prescriptive and custom program offerings across commercial and residential sectors.
  • Drive operational excellence by improving processes, reducing turnaround times, and enhancing technical service delivery.
  • Own the technical strategy supporting achievement of annual and long-term portfolio energy savings targets.
  • Lead technical contributions to annual plans, annual reports, regulatory filings, and Public Utilities Commission submissions.
  • Ensure compliance with all contractual requirements, technical standards, and program policies.
  • Provide technical leadership in discussions with utilities, regulators, consultants, trade allies, and other external stakeholders.
  • Translate technical analyses into actionable recommendations for executive leadership.
  • Oversee the organization’s technical analytics, modeling, and data infrastructure.
  • Guide development of advanced analytics capabilities, forecasting tools, and performance dashboards.
  • Champion data-driven decision-making across programs and business functions.
  • Lead cross-functional initiatives involving technology, software platforms, and business intelligence systems.
