About The Position

This position serves as a Municipal Housing Specialist within the Executive Office of Housing, Office of Community Programs & Municipal Engagement. The role involves planning, coordinating, directing, and reviewing a state program aimed at assisting local and municipal governments in achieving maximum efficiency and productivity. The Director will advise officials on cost allocation, data collection, and performance measures, assist in implementing new operational methods, and conduct evaluations of efficiency and effectiveness. Additionally, the role includes coordinating training programs, negotiating state assistance agreements, assisting with federal grants, and writing reports. The position reports to the Chief of Municipal Planning and Programming, under the leadership of the Director of the Office of Community Programs & Evaluation and the Secretary of Housing.

Requirements

• A thorough knowledge of the principles, practices and techniques of productivity research and implementation at the municipal and local level.
• A thorough knowledge of the training, evaluation and administrative skills needed to coordinate a program of increased efficiency for local and municipal government.
• A working knowledge of Federal Grant procedures and reporting requirements.
• The ability to plan and review the work of a staff engaged in providing productivity assistance in the public sector.
• The ability to assimilate technical materials from a variety of municipal sources, and to make planning and implementation decisions subsequent to suitable evaluation.
• The ability to establish and effective working relationships with superiors, associates, subordinates, and with various federal, state, local, and private agencies and organizations.
• Graduation from a college of recognized standing with specification in the field of public administration, political science, business administration, or a closely related field.
• Employment in a responsible supervisory position involved in providing technical and management assistance to local and municipal governments.
• Any combination of education and experience that shall be substantially equivalent to the above education and experience.

Nice To Haves

• Experience working in or with Rhode Island municipal staff and/or leadership.
• Experience working with State and/or federal laws, regulations, State Guide Plan and programs.
• Education/experience in the field of planning, housing/community development and/or public administration/policy.
• Experience working with GIS and database systems.
• Understanding of zoning, land use and comprehensive planning.
• Understanding of development plan review and permitted processes in Rhode Island.

Responsibilities

• Plan, coordinate, direct and review a state program designed to assist local and municipal governments in achieving maximum efficiency and productivity.
• Advise municipal and local officials, advisory committees, and consultants with respect to cost allocation planning, data collection methodologies, and definition of performance measures related to developing productivity efforts to be tested in particular municipal service areas.
• Assist municipal and local governments in installing new methods of operation to achieve productivity gains.
• Develop and direct extensive evaluations of efficiency and effectiveness at the local and municipal level.
• Coordinate individual and group training programs to ensure municipal and local understanding of the goals, methods and procedures of productivity.
• Negotiate with local and municipal officials for state assistance in the area of productivity, and to ensure that the terms of such contractual agreements are compiled with.
• Assist in the preparation of Federal Grants and to conform to the various federal reporting requirements.
• Write recurring and special reports, when necessary.
• Review housing-related components of the local Comprehensive Plans for consistency with the State Housing Plan (Housing 2030).
• Manage various programs/initiatives providing technical assistance and resources to communities in meeting their housing goals. Examples of such initiatives include Municipal Fellows Program, Housing Forward, Pathways to Removing Obstacles to Housing (PRO Housing), Visualizations, Municipal Technical Assistance Program (MTAP), Infrastructure and other housing/community development programs.
• Assist in coordination with other State agencies, Public Housing Authorities, non-profits, RI League of Cities and Town and other relevant organizations, to further the Executive Office of Housing’s goals and policies.
• Coordinate the Executive Office’s role with regard to Letters of Eligibility related to Low/Moderate Income Housing and other processes related to housing.
• Serve as a municipal liaison on behalf of the Executive Office of Housing, as deemed appropriate.
