About The Position

Creative Information Technology Inc. (CITI) is hiring a Senior Product Owner, specifically a Technical Product Owner, for a research-collaboration tooling initiative supporting the Board of Governors of the Federal Reserve Systems. The position is onsite five days per week in Washington, DC. The Product Owner will define product vision and priorities, translate business and research-collaboration needs into technical requirements and an actionable roadmap, and work closely with DevSecOps engineering and platform leads to align the initiative with broader platform priorities. The role requires product-ownership expertise and technical literacy across source-control, technical-authoring, and file-collaboration platforms to evaluate feasibility, engage technical subject-matter experts, and make informed technology decisions. The role will produce a product vision, prioritized roadmap, and technical specifications traceable from business needs through technical delivery. It will also develop feasibility and integration assessments jointly with engineering and platform architects, guided by insight from business analysts and economists, and maintain decision logs, meeting minutes, and other process documentation.

Requirements

  • Bachelor's degree in a related field or equivalent experience.
  • At least 10 years of experience in product ownership, technical business analysis, or a related role, ideally in a platform, tooling, or developer-collaboration context.
  • Proven ability to define product vision and translate business and stakeholder needs into technical specifications and user stories.
  • Experience working directly with business analysts, senior leadership, engineers, or architects to validate feasibility and make technology decisions.
  • Working knowledge of source-control/developer-collaboration platforms such as GitHub, technical-authoring and research-collaboration platforms such as Overleaf, and file-collaboration/research-sharing platforms.
  • Strong written and verbal communication skills, including the ability to translate between technical and non-technical audiences.
  • Ability to manage competing priorities across multiple stakeholders.
  • Must work onsite five days per week in Washington, DC.

Nice To Haves

  • Hands-on experience with AI-assisted development tools such as GitHub Copilot, Claude Code, or Cursor.
  • Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), SAFe Product Owner/Product Manager (POPM), or equivalent certification.
  • Experience supporting a research-collaboration, academic-partnership, or external-stakeholder engagement effort.
  • Familiarity with Agile delivery practices such as Scrum or Kanban.
  • Federal government experience.
  • Experience in a DevSecOps or platform engineering environment.

Responsibilities

  • Define and prioritize the product vision for research-collaboration tooling and technologies, validating it with business stakeholders, architects, and technical subject-matter experts.
  • Translate business and research-collaboration needs into actionable technical specifications and user stories.
  • Prioritize features and enhancements according to business value and technical feasibility, and maintain requirements traceability through delivery.
  • Maintain working knowledge of source-control/developer platforms, technical-authoring and research-collaboration platforms, and file-collaboration/research-sharing platforms to assess integration options and identify constraints.
  • Partner with engineering and platform architects to assess feasibility and integration approaches, including authoring-platform-to-source-control synchronization and repository or access models for external collaborators.
  • Stay current with the research-collaboration tooling landscape and adjust the roadmap as needed.
  • Evaluate architectural decisions and technical tradeoffs with engineering and platform architects.
  • Assess scalability and performance implications of product and tooling choices.
  • Make informed decisions about technology stacks and integration approaches.
  • Act as the primary translator between business stakeholders and DevSecOps engineering and platform leads.
  • Explain technical constraints, tradeoffs, and timelines to non-technical stakeholders, and communicate business priorities and external-collaborator needs to engineering teams in actionable terms.
  • Apply project-management, organizational, and process-mapping fundamentals to keep product and requirements work on track.
  • Document decisions, open questions, and requirement changes, including meeting minutes and decision logs.
  • Support planning and prioritization discussions with program leadership.
  • Develop and maintain a product vision, prioritized roadmap, technical specifications, feasibility assessments, integration assessments, and process documentation for the product workstream.
