About The Position

The Product Manager will serve as a strategic and industry liaison responsible for guiding the development, delivery, and lifecycle management of products and services within the Wisconsin Health Data Hub (WHDH). WHDH is a federally funded initiative developing a secure, cloud-native data platform designed to support biomedical research, real-world data analytics, and AI-driven discovery. This role will translate stakeholder needs into clear product strategies, roadmaps, and prioritized requirements that align technical delivery with organizational goals. The Product Manager will work closely with team members and external partners to ensure WHDH products are user-centered, scalable, and impactful. The position emphasizes execution, cross-functional collaboration, stakeholder engagement, and continuous improvement to ensure WHDH products deliver measurable value to researchers, healthcare partners, and industry collaborators.

Requirements

  • 7 Years of professional experience in product management, product development, or solution delivery.
  • Demonstrated ability to engage cross-functional teams and manage complex technical initiatives.
  • Experience translating user needs into requirements, roadmaps, and delivered solutions.
  • Strong communication, stakeholder management, and organizational skills.
  • Familiarity with Agile, Scrum, Kanban, or other product delivery methodologies.
  • Bachelor's degree preferred; focus in Business, Information Systems, Engineering, Computer Science, or related field preferred.

Nice To Haves

  • Experience managing data platforms, SaaS products, healthcare technology, or analytics solutions.
  • Familiarity with healthcare or biomedical research environments and data standards such as HL7 or OMOP.
  • Experience working with cloud-based technology products and AI-enabled solutions.
  • Knowledge of product analytics, user experience design, and go-to-market planning.
  • Experience in federally funded, academic, or public-sector initiatives.
  • Certifications such as Certified Scrum Product Owner (CSPO), PMP, or Pragmatic Product Management.

Responsibilities

  • Define product vision, strategy, and roadmap for WHDH platform capabilities, data products, and digital services.
  • Translate institutional priorities, stakeholder requirements, and market opportunities into actionable product plans.
  • Identify new product opportunities that expand WHDH’s value proposition to research, healthcare, and industry partners.
  • Maintain and communicate product priorities, timelines, dependencies, and success metrics.
  • Develop and manage product backlogs, requirements, user stories, and acceptance criteria for technical teams.
  • Partner with other team members to deliver product features on schedule and within scope.
  • Coordinate product launches, release planning, change readiness, and user adoption activities.
  • Balance competing priorities across technical debt, new features, compliance needs, and stakeholder requests.
  • Gather requirements through interviews, workshops, surveys, and ongoing engagement with stakeholders.
  • Serve as the primary liaison between business stakeholders and technical teams.
  • Present product updates, roadmap decisions, and progress reports to leadership, sponsors, and advisory groups.
  • Build strong relationships with external collaborators to identify partnership and commercialization opportunities.
  • Define KPIs and monitor adoption, satisfaction, operational performance, and business impact of WHDH products.
  • Use analytics and user feedback to improve usability, workflows, and feature prioritization.
  • Conduct competitive and market analysis to inform product direction and positioning.
  • Drive continuous improvement processes that enhance speed, quality, and customer value delivery.
  • Trains, serves as a resource, and provides guidance to other IT business analysts on non-routine problems, processes, and policies.
  • Formulates and defines systems scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements.
  • Works on tasks including project or functional requirements, functional design, functional configuration, testing, and documentation.
  • May work with external vendors or service providers.
  • Performs analyses and prepares reports to ensure that programs meet or exceed schedule commitments.
  • Assists senior staff in developing strategic approaches to problem-solving and anticipating issues.
  • Participates in requirements planning and feasibility determination.
  • Devises or modifies complex information systems including analysis of business and user needs, documenting requirements, and revising existing system logic difficulties as necessary.
  • May lead cross-functional project teams and may manage portions of the project life cycle.
  • May function in project capacities including requirements gathering, functional design, functional configuration, testing, and documentation.
