About The Position

The Product Manager will be responsible for the modernization of the VA Loan Guaranty (LGY) technology portfolio. This role involves translating complex statutes, policies, and stakeholder needs into actionable product requirements under pressure, while a legacy platform is being replaced. The product decisions made will impact Veterans buying homes, lenders, servicers, and VA staff. The role requires a disciplined approach to product management, focusing on improving user experience rather than just increasing funnel size. The LGY portfolio covers origination-adjacent workflows, servicing oversight, loss mitigation, claims, housing grants, and analytics. The modern platform is Salesforce-centered with serverless capabilities in a government cloud, serving VA program staff and external users. The work environment is fast-paced with a monthly release cadence and a strong emphasis on quality, including automated testing and accessibility. The Product Manager will partner with an Enterprise Solution Architect, Engineering Lead, and DevSecOps Lead, owning the "what, when, and why" of product development.

Requirements

  • Product management record on complex enterprise software with real users, real stakes, and demonstrable outcomes.
  • Housing finance domain fluency, with the ability to engage effectively with business stakeholders.
  • Proficiency in writing user stories and acceptance criteria that engineers praise and testers can automate against.
  • Federal delivery experience, treating accessibility, security, and documentation as product constraints.
  • Experience managing a diverse stakeholder range, including senior officials, field users, and engineers, and the ability to say no respectfully.
  • Evidence-driven prioritization skills, including stating assumptions when data is limited.
  • Demonstrated AI-in-the-loop practice that can be shown concretely.
  • Judgment under ambiguity, with the ability to make decisions, document reasoning, and own outcomes.
  • Must be U.S.-based.
  • Must be able to obtain and maintain a federal Public Trust clearance.

Nice To Haves

  • Direct experience with VA Loan Guaranty, VALERI, or other VA benefit programs.
  • Experience with FHA, USDA rural housing, or GSE programs, or commercial lender and servicer operations.
  • Product work on Salesforce or a comparable configuration-first platform.
  • Familiarity with MISMO, URLA, Jira and Confluence, or scaled agile methodologies.

Responsibilities

  • Translate business needs and policy changes into refined, traceable user stories with precise acceptance criteria.
  • Drive new needs from raw business intent to a scoped, estimated, committed plan in days, collaborating with architecture and engineering.
  • Sequence modernization, sustainment, and legacy decommissioning for the portfolio roadmap.
  • Manage a stakeholder ecosystem including VA program officials, field staff, and external lender/servicer users.
  • Own prioritization to ensure every 30-day release delivers tangible value to stakeholders.
  • Coordinate user acceptance testing based on well-defined acceptance criteria.
  • Advocate for configuration-first solutions while understanding when custom exceptions are necessary.
  • Ground prioritization in analytics, usage, and operational metrics, and advocate for necessary instrumentation.
  • Sequence the transition from legacy to modern systems to ensure a smooth experience for users.
  • Utilize AI tools for tasks such as analyzing policy changes, drafting and stress-testing user stories, and synthesizing stakeholder feedback.
  • Ensure AI usage adheres to security, data, privacy, and authorization boundaries within federal environments.
  • Set product direction that aligns architecture, engineering, and the customer.
  • Present recommendations to federal decision-makers with evidence.
  • Challenge direction that may negatively impact the program or Veterans.
  • Make prioritization decisions when conflicts arise and own the outcomes.
