About The Position

The North Carolina Department of Health and Human Services (DHHS) is seeking a full-time Procurement Technician for the Black Mountain Neuro-Medical Treatment Center (BMNTC). This position reports to the Purchasing Officer and is responsible for daily purchasing transactions essential for the cost-effective operation of the facility. The role involves assisting the Purchasing Officer with daily operations in accordance with NC General Statutes and NC Administrative Code. Key duties include reviewing authorized purchase requisitions, determining appropriate acquisition procedures (e.g., P-Card or NC E-Procurement), developing internal operating procedures, and engaging in public contact for policy explanation, procurement issuance, and vendor problem-solving.

Requirements

  • High School Diploma or GED and three years of experience as a buyer; or completion of two years of college coursework in business or related program and one year of experience as a buyer; or equivalent combination of training and experience.
  • Basic knowledge of purchasing/procurement methods and procedures.
  • Working knowledge of the North Carolina Financial System (NCFS).
  • Ability to acquire knowledge of various grades and qualities of materials purchased.
  • Ability to apply and interpret established policies.
  • Ability to maintain records and prepare reports.
  • Must report or stay over during adverse weather events.
  • Must adhere to the facility's Vaccination Policy.
  • Must be in good standing with the Health Care Personnel Registry and other licensing boards/agencies.

Nice To Haves

  • Experience utilizing NC State Term Contracts and/or General Purchasing Organization (GPO) contracts.
  • Experience working with NC E-Procurement.
  • Experience working in a hospital/nursing home setting.
  • Experience utilizing procurement cards to obtain goods and/or services.

Responsibilities
