About The Position

The Black Mountain Neuro-Medical Treatment Center (BMNTC) is seeking a full-time Business Officer II to manage, analyze, and forecast expenses for a $37-million-dollar operating budget. This role involves establishing and maintaining budgets for special funds, institutional trust funds, and grants, as well as coordinating biennium budget preparation. The position requires independent work in budget preparation, processing revisions, planning and forecasting expenses, maintaining salary control, handling journal entry requests, and gathering data for annual cost reporting workbooks and CMS cost reports. The Business Officer II will also be responsible for summarizing financial data for monthly/quarterly/annual reports, maintaining Cash Management Matrix data, and approving purchase requests and purchase orders in E-Procurement. Additionally, this role includes supervising two employees.

Requirements

  • Bachelor’s Degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution.
  • Three (3) years of progressive related experience.
  • Two (2) years of which should be in a supervisory role.
  • An equivalent combination of education and experience.

Nice To Haves

  • Prior experience in NCFS (North Carolina Financial System), Fiori, E-Procurement and IBIS (Integrated Budget Information System).
  • Thorough knowledge of government accounting/auditing practices and business operations.
  • Considerable knowledge of working in a mainframe accounting system.
  • Ability to direct and manage staff.
  • Demonstrated proficiency in Microsoft Office applications including Word, Excel, Outlook and Teams.

Responsibilities

  • Manage, analyze, and forecast expenses of a $37-million-dollar operating budget for the BMNTC.
  • Establish and maintain budgets for special funds, institutional trust funds, and grants.
  • Coordinate the completion of the biennium budget preparation.
  • Process budget revisions, plan and forecast expenses, and maintain salary control.
  • Handle journal entry requests and gather data for the preparation of the annual cost reporting workbook financial documents and annual CMS cost report.
  • Gather and summarize financial data monthly/quarterly/annually to prepare reports for Division staff, BMNTC management, and the Western Controller’s Office.
  • Maintain data records for the Cash Management Matrix for annual submission.
  • Approve/Deny requests for purchase and function as a budget approver on purchase orders in E-Procurement.
  • Supervise two employees.
