Requirements

• Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Administration, or closely related field; AND Three (3) years of experience independently performing procurement and bidding activities of/for supplies, equipment and services which includes, or is supplemented by, one (1) year of lead or supervisory work experience.
• Lead experience is defined to include assigning, reviewing and coordinating work of subordinate staff.
• Possession of a valid California Driver's License required at time of appointment.
• Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

• Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Responsibilities

• Supervise, coordinate, and evaluate procurement staff.
• Oversee procurement goals, policies, and priorities.
• Manage purchase orders, requisitions, bids, and contracts.
• Prepare and review bid specifications and RFPs.
• Conduct bid conferences, openings, and vendor evaluations.
• Ensure compliance with laws, policies, and City requirements.
• Support departments with procurement guidance and information.
• Maintain vendor relations and monitor market conditions.
• Assist with budget preparation and procedure updates.
• Performs related duties as required.
