The Maryland Department of Commerce is seeking qualified applicants for the Procurement Specialist (Procurement Officer I) position within the Division of Administration and Technology. This role involves procuring a high quantity of goods and services up to $200,000 for equipment, services, supplies, and information technology items. Procurement methods include sole source, competitive, or negotiated awards through direct bid solicitations, credit card purchases, or processing sole source procurement requests. The incumbent will evaluate, negotiate, and award contracts according to State Procurement laws, procedures, and regulations, and maintain contracts ensuring compliance with terms and conditions. Responsibilities also include conducting Invitation for Bids (IFB) and Request for Proposals (RFP) solicitations, issuing contracts after awards, providing guidance and support to agency personnel, and coordinating activities for procuring commodities and services in accordance with State procurement guidelines. Additional duties involve processing requisitions in the Advanced Purchasing and Inventory System (ADPICS) of the State's Financial Management Information System (FMIS), updating vendor information in FMIS, monitoring and processing assigned statewide commodity/service contracts, and performing departmental administrative tasks.
