About The Position

Metrolinx’s GO Expansion program is delivering more GO service across the network, including the capacity to deliver two-way service every 15 minutes or better on core routes. Work is already underway on new track, station renovations and infrastructure upgrades on parts of the Lakeshore, Stouffville, Kitchener and Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region. The ONxpress Civil Joint Venture is comprised of Aecon Infrastructure Management Inc. and FCC Canada Ltd. This multidisciplinary team leads the delivery of civil and track works, leveraging global expertise to introduce innovative solutions across the GO Transit network. This role is a newly created position within ONxpress Civils (“CJV” aka the Design & Construction team); the project segment responsible for the modernization and modification of the key area network, including countless innovations in the way the regional rail infrastructure is built.

Requirements

  • 5+ years of progressive experience in procurement or supply chain management, preferably within large infrastructure or construction projects.
  • Post-secondary education in supply chain management, business, engineering, construction management, or a related field (or equivalent experience).
  • Strong technical knowledge of construction-related materials, equipment, and services.
  • Advanced understanding of procurement principles, ethical sourcing practices, and contract management.
  • Solid knowledge of contract law, commercial negotiations, and public/private sector tendering processes (RFQs, RFPs, tenders).
  • Proven ability to manage complex, concurrent procurement activities in a fast-paced, deadline-driven environment.
  • Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
  • Demonstrated ability to build and maintain effective relationships with internal stakeholders and external suppliers.
  • A collaborative, service-oriented mindset with the confidence to influence and lead without direct authority.

Responsibilities

  • Lead and execute procurement activities in alignment with approved project procurement strategies, budgets, schedules, and corporate policies.
  • Interpret, apply, and ensure compliance with all project procurement, commercial, and safety policies.
  • Develop sourcing strategies for complex, high-value, and high-risk packages, incorporating total cost of ownership principles.
  • Prepare and oversee the development of bid documents, including RFQs, RFPs, tender packages, scopes of work, bid evaluations, and award recommendations.
  • Lead commercial and contractual negotiations with suppliers, subcontractors, and service providers to achieve optimal commercial outcomes.
  • Draft, review, and approve procurement-related contractual documents, including purchase orders, subcontracts, and amendments.
  • Provide detailed reporting, analysis, and recommendations on procurement performance, risks, variances, and market conditions.
  • Manage supplier and stakeholder relationships, acting as the primary escalation point for complex procurement and commercial matters.
  • Coordinate logistics and expediting activities for critical materials and site deliveries to support construction schedules.
  • Maintain a high level of data integrity within procurement and enterprise systems.
  • Provide guidance, mentorship, and day-to-day support to junior procurement team members as required.
  • Collaborate closely with engineering, construction, commercial, legal, and finance teams to ensure alignment and successful project outcomes.
