The Arizona Department of Administration (ADOA), General Services Division (GSD), is seeking a highly skilled and autonomous Procurement Specialist to join our team. Crucial to ADOA’s core mission, the State Procurement Office (SPO) and GSD play a strategic role in executing key contracts and projects across multiple internal and external state agencies. In this vital role, you will provide critical, real-time engagement between procurement management and the diverse stakeholders requesting services across various GSD departments—including Planning and Construction Services (PCS), Facilities Operations and Maintenance (FOAM), Physical Security, Fleet, Surplus, and Administration and Finance. As a Construction Procurement Manager/Analyst, you will assist management by strategically procuring services based on current spending, supply challenges, and marketplace conditions. This role requires an expert who can evaluate vendors on price, quality, and reliability, while collaborating across GSD to align procurement activities with long-term strategic goals using a suite of lean tools. You will be responsible for leading complex proposals, developing contract specifications, negotiating terms to secure the best value for the state, and utilizing data analytics to assess costs. Additionally, you will build dependable supplier relationships, manage the contract lifecycle from award determination through performance assessment, and collaborate with Human Resources, General Accounting, and the Attorney General’s office to finalize agreements. The ideal candidate must be highly knowledgeable in the Arizona Procurement Code statutes and policies, with a specialized focus on construction and design services. Because this role is deeply involved in construction planning and implementation, a thorough understanding of construction methods and industry best practices is required. We are looking for a self-motivated professional who operates effectively with minimal direct oversight, possesses the sharp judgment needed to escalate potential issues appropriately, and can confidently defend process integrity when challenged. This position typically requires a bachelor's degree in Supply Chain, Business Management, Finance, or an equivalent field, paired with direct experience and a strong industry background in construction and facilities.
