About The Position

The Procurement Specialist position is responsible for preparing, issuing, negotiating and administering moderate to high-risk contracts and agreements and leases with governmental agencies and the public. This may include goods, trades, or professional services, architectural and engineering services; or constructing public improvement projects. Responsible for purchases covered under Article 3 (Goods and Services) of the Arizona Procurement Code. Responsible for independent development of agreements, contracts and complex or extensive bids and proposals. Ensures practical compliance with the Arizona Procurement Code and DEMA procedures with respect to the procurement of goods and services. Issue contract amendments and change order directives appropriate to monitoring and maintaining assigned contracts in area of assignment. Assists in training agency personnel on contract or agreement processes, purchasing rules, procedures, and methods, including the use of the e-procurement system. Regularly conduct post-and pre-award conferences and monitor the status of awarded contracts/work in progress. Under general direction of the Chief Procurement Officer or designate, the Procurement Specialist is involved in the preparation, finalization, analysis, and administration of moderate to high-risk contract in area of assignment. Actively participates in promoting a continuous improvement of workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

  • Knowledge of Principles of business letter writing and basic report preparation
  • Knowledge of Principles and procedures of record keeping
  • Knowledge of Computer applications such as word processing, spreadsheets, statistical databases, and e-procurement systems
  • Knowledge of Principles of customer service including discretion and tact in working with internal/external customers
  • Knowledge of Techniques to negotiate or gain agreement with others
  • Skilled in Communicating effectively verbally and written communication
  • Skilled in Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports
  • Skilled in Establishing and maintaining effective working relationships with other agency staff, management, vendors, and the public
  • Skilled in Interpreting, administering, discussing, resolving, and explaining policies and procedures to staff and other interested parties
  • Skilled in Preparing moderate to high-risk contracts, agreements and leases
  • Skilled in Interpreting and applying federal, state, and local policies, laws and regulations
  • Skilled in Managing and overseeing contracts in area of assignment
  • Skilled in Responding to all vendors, staff and public inquiries in a timely manner
  • Highly detailed oriented with strong writing skills
  • Critical degree of accuracy
  • Ability to Establish and maintain work relationships with contracted and governmental agency representatives and interested parties
  • Ability to Thoroughly explain to non-purchasing personnel the administrative rules and regulations as required by the Arizona Administrative Code, Arizona Revised Statutes and other federal, state, and local laws and procedures
  • Ability to Multi-task and assess workload to establish and adjust priorities as needed
  • Ability to Work independently with general oversight by supervisor
  • Possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment.
  • Must be a US Citizen.
  • Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.

Nice To Haves

  • 2 years previous public purchasing experience
  • 2 years previous public purchasing experience in a construction environment
  • 1 year working knowledge and experience with an e-procurement system

Responsibilities

  • Issue, negotiate and award solicitations; preparing, issuing, negotiating and administering moderate to high-risk contracts and agreements and leases.
  • Reviewing and processing requests for purchases as assigned.
  • Issue contract amendments and change order directives appropriate to monitoring and maintaining assigned contracts in area of assignment.
  • Monitor vendor compliance in accordance with contract requirements.
  • Assist in training agency personnel on contract or agreement processes, purchasing rules, procedures, and methods, including the use of the e-procurement system.
  • Provide technical assistance to agency personnel and vendors when troubleshooting e-procurement errors or technical difficulties.
