About The Position

The Virginia Information Technologies Agency (VITA) is seeking a Procurement Specialist to join the Legal and Legislative Services (LLS) Team. This role supports VITA’s internal and enterprise procurement operations by processing small purchases, coordinating vendor sourcing, and ensuring compliance with various policies and regulations. The position involves processing orders, maintaining documentation in eVA, preparing procurement files, and creating purchase requisitions. The analyst will also build and maintain strong customer relationships, ensure proper budget coding, and perform receiving functions. A key aspect of the role is supporting the agency’s SWaM program by reviewing and reporting SWaM spend, verifying SWaM participation, and assisting with initiatives to expand the use of small, women-owned, and minority-owned businesses. Additionally, the position is responsible for maintaining accurate procurement and contract records, supporting file management, assisting with training on procurement procedures, and contributing to policy updates. The analyst will process purchases under $10,000 using the SPCC, ensure timely submission of SPCC logs, and enter data for Online Reconciliation (OLR) in Works. Other duties may be assigned as needed.

Requirements

  • Knowledge of procurement methodologies.
  • Knowledge of Virginia procurement laws and procedures.
  • Experience using eVA and Commonwealth purchasing processes.
  • Knowledge of SPCC policies, requisitions, and OLR in Works.
  • Experience with advanced features in Word, Excel, and PowerPoint.
  • Experience with software applications for purchasing and reporting.
  • Experience working with internal/external stakeholders.
  • Experience in interpretation and application of federal, state laws/regulations in regard to procurement.

Responsibilities

  • Processing small purchases.
  • Coordinating vendor sourcing.
  • Ensuring compliance with APSPM, VPPA, BUY IT, and VITA purchasing policies.
  • Processing orders and maintaining documentation in eVA.
  • Preparing procurement files and creating purchase requisitions.
  • Building and maintaining strong internal and external customer relationships.
  • Ensuring proper budget coding in coordination with the Budget Office.
  • Performing receiving for accounting and accounts payable processing.
  • Supporting the agency’s SWaM program by reviewing and reporting SWaM spend.
  • Verifying SWaM participation in purchasing activities.
  • Assisting with initiatives to expand the use of small, women-owned, and minority-owned businesses.
  • Maintaining accurate procurement and contract records.
  • Supporting file management and retention schedules.
  • Assisting with training and guidance for employees on procurement procedures.
  • Helping update internal policies and forms as part of continuous improvement efforts.
  • Processing purchases under $10,000 using the SPCC.
  • Ensuring timely submission of SPCC logs.
  • Entering data for Online Reconciliation (OLR) in Works.
  • Obtaining required approvals.
  • Performing other duties as assigned.
