About The Position

A Procurement Specialist II reviews, analyzes and develops highly complex procurement contracts for the procurement of specialized services and technology for City agencies. Work of this class may involve leading professional and paraprofessional procurement employees but does not involve full supervisory duties or responsibilities. Employees receive minimum to moderate supervision from a Procurement Manager. Employees in this class work a conventional workweek. Work is performed in an office setting where there is no exposure to environmental hazards. Work requires minimal physical exertion.

Requirements

  • Bachelor’s degree from an accredited college or university.
  • Three (3) years of procurement experience including procurement planning and solicitation preparation, contract development, negotiation, and contract administration, with emphasis in utilizing complex Request for Proposal (RFP), Invitation for Bid (IFB), Request for Information (RFI), and Request for Quote (RFQs).
  • A minimum of 50% of the required years of experience must be in government or public sector.
  • Must take and pass the Universal Public Purchasing Certification Council (UPPCC) test for certification as a Certified Professional Public Buyer (CPPB) within three (3) years of hiring; failure to pass the test for certification is grounds for dismissal.
  • Provide sufficient information on your application to show that you meet the minimum qualifications for this recruitment.
  • Complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.

Nice To Haves

  • Master’s degree from an accredited college or university; and two (2) years of procurement experience including procurement planning and solicitation preparation, contract development, negotiation, and contract administration, with an emphasis in utilizing complex RFP’s IFB’s, RFI’s, and RFQs.
  • Juris Doctor from an accredited school of law; and one (1) year of procurement experience to include but not limited to procurement planning and solicitation preparation, contract development, negotiation, and contract administration, with emphasis in utilizing complex RFPs, IFBs, RFIs, and RFQs.
  • CPPB designation and 5 years of experience within the previous 10 years.

Responsibilities

  • Reviews, analyzes and develops highly complex procurement contracts for the procurement of specialized services and technology for City agencies.
  • May involve leading professional and paraprofessional procurement employees.
  • Assign, review and correct the work of others.
  • Analyze complex and highly technical technology, equipment, service and supply requests.
  • Effectively communicate both orally and in writing.
  • Establish and maintain effective working relationships with vendors and contractors, City agency personnel, associates, and the general public.
  • Locate sources of supply and to obtain competitive bids.
  • Maintain records and write reports.
